<br />April 26. 2005 <br /> <br />Motion by Ms. Randall, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE AMENDING CHAPTER 35 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY ESTABLISHING A PROCEDURE FOR THE <br />GRANTING OF TAX-EXEMPT STATUS TO QUALIFIED NON-PROFIT <br />ORGANIZATIONS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 171 - Adoption of a resolution to support funding assistance in the amount of <br />$200,000 from the Virginia Department of Conservation and Recreation (DCR) for the <br />proposed Nature Center at the Hoffler Creek Preserve. Deferred from the April 12, <br />2005 City Council meeting. <br /> <br />DCR has indicated that the proposed Nature Center is eligible for funding in <br />the amount of $200,000 with the same amount required in matching funds. <br />The Center was approved as a project by the City Council and funded for <br />$250,000 in FY 2004-2005 Capital Improvement Fund, which is available to <br />be used as the cash matching requirement. Vision Principles: Lifelong <br />Learning Community and Neighborhood and Community Transformation. <br /> <br />Recommended Action: <br /> <br />. Adoption of a resolution to support funding assistance in the amount of $200,000 <br />from the Virginia Department of Conservation and Recreation (DCR) for the proposed <br />Nature Center at the Hoffler Creek Preserve. <br /> <br />Summary: <br /> <br />. The DCR has indicated that the Hoffler Creek Nature Center is eligible for <br />$200,000 funding with a required match. The matching funds ($200,000) are available <br />from this year's Capital Improvements Fund (CIP) designated for the Center. <br /> <br />Purpose and Need: <br /> <br />. The proposed Nature Center was approved as a project by the City Council and <br />funded for $250,000 in FY 2004-2005 of the Capital Improvements Program. <br /> <br />. In order for a project to be eligible for funding from DCR, it is required that City <br />Council approve the attached resolution supporting the project and authorizing the <br />City Manager to provide the necessary information and assurances to the Department <br />of Conservation and Recreation. <br /> <br />. This item contributes toward the City Council's vision principles of "Lifelong <br />Learning Community" and "Neighborhood and Community Transformation." <br /> <br />Financial Impact: <br /> <br />. Funding approved by DCR requires a 100% match in local funds. <br /> <br />. Approval of this resolution will leverage $200,000 already identified in the CIP for <br />the Hoffler Creek Nature Center into $400,000. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION IN SUPPORT OF THE PROPOSED HOFFLER CREEK NATURE <br />CENTER AND REQUESTING $200,000 IN FUNDING FROM THE VIRGINIA <br />DEPARTMENT OF CONSERVATION AND RECREATION FOR CONSTRUCTION <br />OF THE CENTER. <br />
