256 ADril 7. 2005 At a Called Meeting of the City Council on Thursday, April 7, 2005, there were present: Vice Mayor William E. Moody, Jr., .Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, .Elizabeth M. Psimas, .Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr. Councilman Stephen E. Heretick. opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. 05 - 149 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held at I. C. Norcom High School, 1801 London Boulevard, 6:30 p.m., Thursday, April 7, 2005 for the purpose of a Community Meeting. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 05 - 150 - The following item was discussed at the Community Meeting. SPSAlAmerican Ref-fuel Staff John B. Maher, Chief of Staff William B. McGlaughon, Director of General Services Richard A. Hartman, Director of Engineering John S. Hadfield, Executive Director, Southeastern Public Service Authority/SPSA 1. Ed Giles, 1729 Bradford Terrace, spoke in support of the project. 2. Clyde Toler, 1029 Blair Street, inquired about the cost of the project. 3. Ellis W. James, 2021 Kenlake Place, Norfolk. spoke on pollutants in the air from the trucks and concerns about the environmental aspect of the project. 4. John Holland, 420 Hazel Avenue, inquired about the cost of the project to citizens. 5. Helen Person, 600 Rutter Street, Apt. B, spoke in opposition to the project. On motion, meeting adjourned at 7:35 p.m. William E. Moody, Jr. Vice Mayor ~~~~ City Clerk Mayor James W. Holley III was absent. .Councilwoman Elizabeth M.
