<br />256 <br /> <br />ADril 7. 2005 <br /> <br />At a Called Meeting of the City Council on Thursday, April 7, 2005, there were <br />present: <br /> <br />Vice Mayor William E. Moody, Jr., .Charles B. Whitehurst, Sr., Marlene W. Randall, <br />Stephen E. Heretick, .Elizabeth M. Psimas, .Ray A. Smith, Sr., Interim City Manager <br />James B. Oliver, Jr. <br /> <br />Councilman Stephen E. Heretick. opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />05 - 149 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held at I. C. Norcom <br />High School, 1801 London Boulevard, 6:30 p.m., Thursday, April 7, 2005 for the <br />purpose of a Community Meeting. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br /> <br />By order of the Mayor." <br /> <br />05 - 150 - The following item was discussed at the Community Meeting. <br /> <br />SPSAlAmerican Ref-fuel <br /> <br />Staff <br />John B. Maher, Chief of Staff <br />William B. McGlaughon, Director of General Services <br />Richard A. Hartman, Director of Engineering <br />John S. Hadfield, Executive Director, Southeastern Public Service Authority/SPSA <br /> <br />1. Ed Giles, 1729 Bradford Terrace, spoke in support of the project. <br /> <br />2. Clyde Toler, 1029 Blair Street, inquired about the cost of the project. <br /> <br />3. Ellis W. James, 2021 Kenlake Place, Norfolk. spoke on pollutants in the air from <br />the trucks and concerns about the environmental aspect of the project. <br /> <br />4. John Holland, 420 Hazel Avenue, inquired about the cost of the project to citizens. <br /> <br />5. Helen Person, 600 Rutter Street, Apt. B, spoke in opposition to the project. <br /> <br />On motion, meeting adjourned at 7:35 p.m. <br /> <br /> <br />William E.
