<br />March 22. 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 22, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Deputy City Manager Dr. L. Pettis Patton, City Attorney G. Timothy Oksman. <br /> <br />Reverend Dr. Rebeccafrances Powell, Pastor, First Baptist Church West <br />Norfolk opened the meeting with prayer, which was followed by the Pledge of <br />Allegiance to the Flag, presented by Boy Scout Troop 219, James Terrell - Leader. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the <br />minutes of a Called Meeting on March 4, 2005, a Called Meeting on March 7, 2005, <br />a Called Meeting on March 8, 2005, and a Regular Meeting on March 8, 2005, and <br />was adopted by unanimous vote. <br /> <br />05 - 122 - Presentations: <br /> <br />. Proclamation presented to Linda Staton for "National Child Abuse Prevention <br />Month." <br /> <br />. Official signing of the City Council/School Board Pledge by members of the City <br />Council and the School Board. <br /> <br />- Public Hearing - <br /> <br />05 - 123 - Public hearing on a group housing permit application: <br /> <br />(a) GHP-05-01 <br /> <br />HIGHLANDS NEIGHBORHOOD - Portsmouth Venture One, LLC, <br />requests a Group Housing Permit to construct 185 townhouses as <br />part of New Port 1 B. The property is zoned Conditional <br />Residential RM-60-K with a Traditional Neighborhood <br />Development (TND) overlay. Vision Principle: Neighborhood and <br />Community Transformation. <br /> <br />1. Catherine Holder, 448 Viking Drive, Suite 220, Virginia Beach, spoke in support of <br />this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that GHP-05-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- Unfinished Business - <br /> <br />05 - 104 - Rezoning and use permit: <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, approved on first reading at the March 8, 2005 meeting, and was adopted <br />by the following vote: <br /> <br />05-104(b): <br />"ZONING AMENDMENT ORDINANCE Z-05-01." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />1. Christine Piersall, 355 Crawford Street, Suite 600, spoke in support of this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, approved on first reading at the March 8, 2005 meeting, and was adopted <br />by the following vote: <br />
