December 18, 2004 At a Called Meeting of the City Council on Saturday, December 18, 2004, there were present: Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., *Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr. 04 - 493 - The following call for the meeting was read: "Please attend a called meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6th Floor, Saturday, December 18, 2004 at 9:00 a.m. for the purpose of a Visioning Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 04 - 494 - The following items were discussed in Public Work Session: 1. Vision Principles, continued 2. Accountability 3. Operating Guidelines 4. Getting Council Vision into Community 5. Next Steps and Evaluation 04 - 495 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: to consult with legal counsel about specific legal matters requiring legal advice, as authorized by paragraph 7. the acquisition or sale of real property for a public purpose, as per subsection 3; and legal matters requiring the advice of legal counsel, as per subsection 7. The subject matter shall be legal matters involving contracts and litigation involving the City. The purpose shall be to permit frank and confidential discussion of negotiating position and strategy. The motion was adopted by unanimous vote. Motion by Mr. Whitehurst, and seconded by Ms. Randall, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
