December 14, 2004 <br /> <br /> At a Called Meeting of the City Council on Tuesday, December 14, 2004, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />04 - 472 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, <br />December 14, 2004 for the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br /> By order of the Mayor." <br /> <br />04 - 473 - The following items were discussed in Public Work Session: <br /> <br />1. Sheriff's Office Employees Pay Increases - James B. Oliver, Jr. <br /> <br />2. Financial Presentation - Lance W. Wolff <br /> <br />3. Community Development Planning Program (CDBG, HOME, ESG) - Dr. Patton <br /> <br />4. Codes Compliance Update - Phase I - Eric D. Campbell <br /> <br />04 - 474 - Motion by Ms. Psimas, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A)(1) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> appointments to boards and commissions and personnel matters, as per <br />subsection 1; <br /> <br />3; and <br /> <br />the acquisition or sale of real property for a public purpose, as per subsection <br /> <br />legal matters requiring the advice of legal counsel, as per subsection 7. <br /> <br /> The subject matter of the meeting includes appointment of citizens to boards and <br />commissions, personnel matters, public real estate matters in the midtown and <br />Churchland areas of the City, and legal matters involving legal documents and <br />interpretation of the laws of the Commonwealth of Virginia. <br /> <br /> The purpose of the meeting is to permit frank discussion of confidential matters, <br />some of which involve negotiating tactics and strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Ms. Psimas, and seconded by Ms. Randall, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br /> <br />
