Holley III, *Vice Mayor William E. Moody, Jr., Charles B. Whitehurst <br />Sr., *Madene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Ray A. Smith, Sr. <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />04 - 466 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the Cit~ <br /> Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Monday <br /> December 13, 2004 for the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> By order of the Mayor." <br /> 04 - 467 - The following items were discussed in Public Work Session: <br /> 1. Ntelos Pavilion ReportJHCJV Contract Overview <br /> 2. Navy Concert Proposal <br /> <br />04 - 468 - Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to go into Close¢ <br />Meeting pursuant to previsions of Section 2.2-3711(A) of the Code of Virginia, t¢ <br />discuss or consider the following: <br /> <br /> First the acquisition or sale of real property for a public purpose, as per <br /> subsection 3; and <br /> <br /> Second, legal matters requiring the advice of legal counsel, as per <br /> subsection 7. <br /> <br /> The subject matter of the meeting will be the acquisition or sale of real estate <br /> where competition and bargaining will be involved, involving property in the midtowr <br /> area of the City; and also legal matters involving legal documents and interpretation o' <br /> the laws of the Commonwealth of Virginia and the City of Portsmouth, requiring the <br /> advice of legal counsel. <br /> <br /> The purpose of the meeting is to allow frank and confidential discussion o' <br /> negotiating information and strategy. <br /> <br /> The motion was defeated by a vote of 3-3.
