November 23, 2004 <br /> <br />Councilwoman Psimas announced that 121 students from Woodrow Wilson High <br />School painted windows between Effingham Street and the Waterfront. <br /> <br />Vice Mayor Moody announced Mayor Holley's birthday, November 24, 2004. <br /> <br />04 - 461 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />04 - 462 - Non-Agenda Speakers <br /> <br />J. Brewer Moore, 308 Bobby Jones Drive, suggested a name change of Greenwood <br />Drive from 1-264 to Airline Boulevard to Hedges Ferry Road. Also, he presented a <br />petition in reference to the storm drain behind Hedges Manor Elementary School. <br /> <br />Ronald Cooke, 4708 Clifford Street, spoke on a dog attack on Clifford Street. Also, <br />he requested a stop light or stop signs at Clifford Street and Powhatan Avenue and <br />asked that the Clifford Street Bridge be named after his mother. <br /> <br />3. Tessa Hanger, 3228 Granada Road, spoke on receiving a notice about peeling paint <br /> on her mother's house and receiving a warrant for failure to maintain the premises. <br /> <br />Captain Michael Good, Salvation Army, 2306 Airline Boulevard, spoke on trying to <br />get a building donated to the Salvation Army to help over 2,000 needed families in <br />the City. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> to consult with legal counsel about specific legal matters requiring legal <br />advice, as authorized by paragraph 7. <br /> <br /> The subject matter shall be legal matters involving contracts and interpretations <br />of state laws and local ordinances related to environmental and tax matters. <br /> <br /> The purpose shall be to permit frank and confidential discussion of negotiating <br />position and strategy on matters of significant financial magnitude. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
