November 23, 2004 Councilwoman Psimas announced that 121 students from Woodrow Wilson High School painted windows between Effingham Street and the Waterfront. Vice Mayor Moody announced Mayor Holley's birthday, November 24, 2004. 04 - 461 - Report on Pending Items There were no pending items. 04 - 462 - Non-Agenda Speakers J. Brewer Moore, 308 Bobby Jones Drive, suggested a name change of Greenwood Drive from 1-264 to Airline Boulevard to Hedges Ferry Road. Also, he presented a petition in reference to the storm drain behind Hedges Manor Elementary School. Ronald Cooke, 4708 Clifford Street, spoke on a dog attack on Clifford Street. Also, he requested a stop light or stop signs at Clifford Street and Powhatan Avenue and asked that the Clifford Street Bridge be named after his mother. 3. Tessa Hanger, 3228 Granada Road, spoke on receiving a notice about peeling paint on her mother's house and receiving a warrant for failure to maintain the premises. Captain Michael Good, Salvation Army, 2306 Airline Boulevard, spoke on trying to get a building donated to the Salvation Army to help over 2,000 needed families in the City. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: to consult with legal counsel about specific legal matters requiring legal advice, as authorized by paragraph 7. The subject matter shall be legal matters involving contracts and interpretations of state laws and local ordinances related to environmental and tax matters. The purpose shall be to permit frank and confidential discussion of negotiating position and strategy on matters of significant financial magnitude. The motion was adopted by unanimous vote. Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
