November 15, 2004 At a Called Meeting of the City Council on Monday, November 15, 2004, there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., *Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 04 - 442 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Monday, November 15, 2004 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 04 - 443 - The following items were discussed in Public Work Session: 1. Five Year Budget Forecast 2. Funding for Civic Organizations 3. Legislative Proposal 04 - 444 - Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A)(3) of the Code of Virginia, to discuss or consider the following: the acquisition of real property for a public purpose or the sale or disposition of publicly owned property. The subject matter of the meeting includes possible acquisition of land for a public purpose, and possible sale and development of publicly owned land. The purpose of the meeting is to permit frank and confidential discussion of negotiating strategy. The motion was adopted by unanimous vote. Motion by Mr. Whitehurst, and seconded by Mr. Smith, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
