November 15, 2004 <br /> <br /> At a Called Meeting of the City Council on Monday, November 15, 2004, there <br />were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., *Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />04 - 442 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Monday, <br />November 15, 2004 for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />04 - 443 - The following items were discussed in Public Work Session: <br />1. Five Year Budget Forecast <br /> <br />2. Funding for Civic Organizations <br /> <br />3. Legislative Proposal <br /> <br />04 - 444 - Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A)(3) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> the acquisition of real property for a public purpose or the sale or disposition <br />of publicly owned property. <br /> <br /> The subject matter of the meeting includes possible acquisition of land for a <br />public purpose, and possible sale and development of publicly owned land. <br /> <br /> The purpose of the meeting is to permit frank and confidential discussion of <br />negotiating strategy. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Smith, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2. Only such public business matters as were identified in the motion by which <br /> the Closed Meeting was convened, were heard, discussed or considered in <br /> the meeting by the City Council. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> <br />
