February 22, 1994 <br /> <br />2-95 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />February 22, 1994, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C. <br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E. <br />Katz, City Attorney. <br /> <br /> Reverend B. Thomas Potter, Pinecrest Baptist Church, opened <br />the meeting with prayer which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Clemons, the <br />minutes of a Called Meeting on February 7, 1994; a Regular <br />Meeting on February 7, 1994; a Called Meeting on February 8, <br />1994; and a Regular Meeting on February 8, 1994; a Called <br />Meeting on February 15, 1994, be approved, and was adopted by <br />unanimous vote. <br /> <br />94-63 - Presentation of a special lapel pin to a newly appointed <br />Board and Commission member. <br /> <br />94-64 - Non-Agenda Speakers <br /> <br />1. Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />2. Cecelia High, 1301 Green Street, spoke on lead in Washington <br />Park. <br /> <br />3. Dr. Venita Newby-Owens, Director, <br />Health, provided information on lead. <br /> <br />4. Harold Yates, EPA representative, <br />lead. <br /> <br />Portsmouth Department of <br />provided information on <br /> <br />5. Reginald Harris, EPA Toxicologist, provided information on <br />the study of lead in the bones. <br /> <br />6. David Sanford, 2900 Turnpike ROad, representing the I. C. <br />Norcom Aluauni Association, spoke on the construction and site of <br />the new I. C. Norcom High School. <br /> <br />7. LeAnn Nurse, EPA representative, provided information on the <br />proposed site of the new I. C. Norcom High School. <br /> <br />8. William Copeland, 2900 Turnpike Road, spoke on the <br />construction and site of the new I. C. Norcom High School~ . <br /> <br />- Unfinished Business <br /> <br />94-39 Use Permit and Group Housing applications: <br /> <br /> Motion by Mr. Epperson, and seconded by Mr. King, to <br />separate items (a) and (b) for Council consideration and vote, <br />and was approved by unanimous vote. <br /> <br />(a) Motion by Mr. Epperson, and seconded by Mr. Griffin, to <br />remove paragraph 4(g) from the resolution for the HER <br />organization, and was defeated by a vote of 2-5(clemons, Hawks, <br />King, Pitts, Webb). <br /> <br /> <br />
