October 9, 2004 At a Called Meeting of the City Council on Saturday, October 9, 2004, there were present: Mayor James W. Halley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. The following staff was present: Debra Y. White, City Clerk Dr. L. Pettis Patton, Deputy City Manager Eric D. Campbell, Deputy City Manager Lance W. Wolff, Chief Financial Officer Kenneth Wheeler, Public Information Officer Tyler St. Clair, Consultant Robert Matsan, Consultant Megan Hayer, Virginia Pilot 04 - 383 - The following call for the meeting was read: "Please attend a called meeting of the City Council to be held at the YMCA Camp Silver Beach, 6272 YMCA Lane, Jamesville, Virginia, on Saturday, October 9, 2004 at 8:30 a.m. for the purpose of a City Council Retreat. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 04 - 384 - The following items were discussed in Public Work Session: 1. Complete Visions Principles 2. Develop Operating Guidelines Finance Presentation 3. Complete Operate Guidelines 4. Complete Operating Guidelines 5. Organize for the Work to Come 04 - 385 - Motion by Mr. Whitehurst, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: - the performance of specific public officers, appointees, or employees of the City, as permitted by paragraph 1. The motion was adopted by unanimous vote. Motion by Mr. Whitehurst, and seconded by Ms. Randall, pursuant to Section 2.2-3712(D) of the Code of Virginia certifying that to the best of the Council Member's knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
