September 27, 2004 <br /> <br /> At a Called Meeting of the City Council on Monday, September 27, 2004, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, *Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />04 - 347 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Monday, <br />September 27, 2004 for the purpose of a Joint Meeting with Portsmouth Redevelopment <br />and Housing Authority. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />The following Portsmouth Redevelopment and Housing Authority Commissioners were <br />present: <br /> <br />Michael J. Blachman <br />Joseph B. Fleming <br />Ernest F. Hardee <br />Junius H. Williams, Jr. <br />Gladys Cross <br />Danny E. Cruce, Executive Director <br /> <br />04 - 348 - The following items were discussed in the Joint Meeting with PRHA <br />Commissioners: <br /> <br />1. Comprehensive Plan - Robert A. Baldwin <br /> <br />2. CDBG - Budget - Dr. L. Pettis Patton <br /> <br />04 - 349 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> economic development and redevelopment or conservation matters being <br />pursued by the Portsmouth Redevelopment and Housing Authority, and also legal and <br />personnel matters, pursuant to the following legal authorities: <br /> <br /> subsection 3, the acquisition or sale of realty for a public purpose, or the <br />disposition of publicly held property; <br /> <br /> subsection 5, prospective business expansion which has not been previously <br />announced; <br /> <br /> subsection 6, investing public funds where competition or bargaining is <br />involved; <br /> <br />subsection 7, specific legal matters requiring legal advice; and <br /> <br /> subsection 1, personnel matters involving individual employees or officials of <br />the City. <br /> <br /> The subject matter of the meeting is various economic development and <br />redevelopment or conservation projects being contemplated by the Portsmouth <br />Redevelopment and Housing Authority, and legal and personnel matters. <br /> <br /> The purpose of the meeting is to permit confidential discussion of negotiating <br />strategy and legal personnel matters. <br /> <br /> <br />
