September 28, 2004 <br /> <br /> At a Called Meeting of the City Council on Tuesday, September 28, 2004, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />04 - 353 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, September 28, 2004 for <br />the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />04 - 354 - The following items were discussed in Public Work Session: <br /> <br />1. Commission of Architectural Review Appeal - 78 Park View Avenue, Unit 1 <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />decision of the Commission of Architectural Review for Port Norfolk and Park View to <br />deny replacement windows, and was adopted by a vote of 6-1. (Heretick) <br /> <br />2. Hoffler Creek Wildlife Preserve - Randi Strutton <br /> <br />3. Events Management - Dr. L. Pettis Patton <br /> <br />4. City Council Liaison Reports <br /> - Councilman Smith - announced a Street Light Task Force meeting. <br /> - Councilman Smith and Councilwoman Randall commented on their meeting with <br /> the City Manager and School Board Liaisons. <br /> - Councilwoman Psimas - announced the Aircraft Carrier JFK will be coming to <br /> Portsmouth and indicated that the Portsmouth Military Affairs Committee would <br /> be meeting once a month. <br /> - Councilman Whitehurst - commented on his various local, state, regional and <br /> national memberships on Committees and announced attending a meeting on <br /> First Cities in Alexandria. <br /> - Vice Mayor Moody/Mayor Holley - commented on the meeting of the Mosquito <br /> Task Force. <br /> <br />04 - 355 - Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A)(1) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br />The performance and appointment of specific public officers, as per <br />subsection 1. <br /> <br /> The subject matter of the meeting is appointments to boards and commissions, <br />and also personnel matters. <br /> <br /> The purpose of the meeting is to permit frank and confidential discussion of <br />appointments and personnel matters. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Heretick, and seconded by Ms. Psimas, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> <br />
