September 14, 2004 At a Called Meeting of the City Council on Tuesday, September 14, 2004, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 04 - 326 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, September 14, 2004 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 04 - 327 - The following items were discussed in Public Work Session: 1. Clifford Street Bridge - VDOT Briefing - Dennis Gribok of VDOT 2. City-Schools - Finances Grant Process - Lance W. Wolff 3. Senior Services Program 4. Benches in Downtown - Dr. L. Pettis Patton 5. City Council Liaison Reports: Councilwoman Randall - Empowerment 2010 Update Vice Mayor Moody - Mosquito Task Force Update Councilman Whitehurst - Upcoming SPSA Conference Councilwoman Psimas - Decommissioning of USS Portsmouth Submarine Councilman Smith - Dominion Power to schedule meeting on Street Lighting 04 - 328 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A)(1) of the Code of Virginia, to discuss or consider the following: personnel matters. The subject matter of the meeting includes the performance of individual public officials of the City. The purpose of the meeting is to permit confidential discussion of personnel matters. The motion was adopted by unanimous vote. Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
