At a Regular there were present: July 277 2004 Meeting of the City Council on Tuesday, July 27, 2004 Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. whitehurst, Sr., Elizabeth M. Psimas, Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. Vice Mayor William E. Moody, Jr. opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes of a Called Meeting on July 13, 2004, and a Regular Meeting on July 13, 2004, and was adopted by unanimous vote. 04 - 287 - Presentations: · Presentation to the City of Portsmouth by the Virginia Scholarship and Youth Development Foundation. · Proclamation presented to the Portsmouth Fire and Police Departments for the "1st Annual Heroes Games." · Presentation of a Key to the City to Madam Annette M'Baye d'Erneville. - Public Hearing - 04 - 288 - Public hearing on a group housing use permit application: (a) GHP-04-04 WESTHAVEN NEIGHBORHOOD - Affordable Residential Housing ~'~'7'o~pp ~ u--~e ~'~rmit to construct 13 townhouses units at 3711 and 3715 Turnpike Road. The property is zoned residential multi-family, RM-60. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the recommendation of the Planning Commission that GHP-04-04 be approved on first reading, and was adopted by unanimous vote. - Unfinished Business - Consent Aqenda 04 - 274 - Use permits: Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following resolutions, approved on first reading at the July 13, 2004 meeting, and was adopted by the following vote: 04-274(b): "A RESOLUTION GRANTING A USE PERMIT TO ST. MARK DELIVERANCE CENTER TO OPERATE A CHILD CARE CENTER AT 3801 TURNPIKE ROAD. WHEREAS, Apostle Marion Jones has made application on behalf of St. Mark Deliverance Center pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use permit for the operation of a child care center a1 3801 Turnpike Road, Portsmouth, Virginia; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of the application for a use permit with conditions.
