At a Regular <br />there were present: <br /> <br /> July 277 2004 <br />Meeting of the City Council on <br /> <br />Tuesday, July 27, 2004 <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. whitehurst, <br />Sr., Elizabeth M. Psimas, Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., <br />City Attorney G. Timothy Oksman. <br /> <br /> Vice Mayor William E. Moody, Jr. opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes <br />of a Called Meeting on July 13, 2004, and a Regular Meeting on July 13, 2004, and was <br />adopted by unanimous vote. <br /> <br />04 - 287 - Presentations: <br /> <br />· Presentation to the City of Portsmouth by the Virginia Scholarship and Youth <br /> Development Foundation. <br /> <br />· Proclamation presented to the Portsmouth Fire and Police Departments for the <br /> "1st Annual Heroes Games." <br /> <br />· Presentation of a Key to the City to Madam Annette M'Baye d'Erneville. <br /> <br /> - Public Hearing - <br /> <br />04 - 288 - Public hearing on a group housing use permit application: <br /> <br />(a) GHP-04-04 WESTHAVEN NEIGHBORHOOD - Affordable Residential Housing <br /> ~'~'7'o~pp ~ u--~e ~'~rmit to construct 13 townhouses <br /> units at 3711 and 3715 Turnpike Road. The property is zoned <br /> residential multi-family, RM-60. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that GHP-04-04 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- Unfinished Business - <br /> <br />Consent Aqenda <br /> <br />04 - 274 - Use permits: <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />resolutions, approved on first reading at the July 13, 2004 meeting, and was adopted by <br />the following vote: <br /> <br />04-274(b): <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO ST. MARK DELIVERANCE <br />CENTER TO OPERATE A CHILD CARE CENTER AT 3801 TURNPIKE ROAD. <br /> <br /> WHEREAS, Apostle Marion Jones has made application on behalf of St. Mark <br />Deliverance Center pursuant to Section 40-43.1 of the Code of the City of Portsmouth, <br />Virginia (1988) for the granting of a use permit for the operation of a child care center a1 <br />3801 Turnpike Road, Portsmouth, Virginia; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things <br />required to be done in connection with said application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the granting of the <br />application for a use permit with conditions. <br /> <br /> <br />
