Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,li <br /> CitySr" ElizabethAttorney G.M'TimothyPSimaS'oksman.Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr.,I <br /> 04 - 284 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City Council <br /> Chamber, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, July 27, 2004 for the <br /> purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> By order of the Mayor." <br /> 04 - 285 - The following items were discussed in Public Work Session: <br /> 1. Commission of Architectural Review Appeal - 326 Douglas Avenue <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br /> decision of the Commission of Architectural Review for Port Norfolk and Park View to <br /> deny retaining a white vinyl picket fence, and was adopted by a unanimous vote. <br /> <br /> 2. Commission of Architectural Review Appeal - 630 Douglas Avenue <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the decision <br /> of the Commission of Architectural Review for Port Norfolk and Park View to deny the <br /> construction of a driveway, and was adopted by a unanimous vote. <br /> <br /> 3. Scuffletown Creek - Elizabeth River Environmental Restoration Project - Richard A. <br /> Hartman <br /> <br /> 4. City Manager's 30-day Report - James B. Oliver, Jr. <br /> <br /> 5. USS Virginia - Commissioning Contribution <br /> <br /> 04 - 286 - Motion by Mr. Smith, and seconded by Mr. Moody, to go into Closed Meeting <br /> pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or <br /> consider the following: <br /> <br /> personnel matters under subsection 1, and also economic development <br /> matters being pursued by the City's Department of Economic Development, pursuant to <br /> the following legal authorities: <br /> <br /> subsection 3, the acquisition or sale of realty for a public purpose, or the <br /> disposition of publicly held property; <br /> <br /> subsection 5, prospective business expansion which has not been previously <br /> announced; and <br /> <br /> subsection 6, investing public funds where competition or bargaining is <br /> involved. <br /> <br /> The subject matter of the meeting is employee personnel matters, and also <br /> new economic development project or projects. <br /> <br /> The purpose of the meeting is to permit confidential discussion of personnel an <br /> also negotiating strategy. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> <br />
