II 0 6 2 July 27, 2004 At a Called Meeting of the City Council on Tuesday, July 27, 2004, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,li CitySr" ElizabethAttorney G.M'TimothyPSimaS'oksman.Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr.,I 04 - 284 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, July 27, 2004 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 04 - 285 - The following items were discussed in Public Work Session: 1. Commission of Architectural Review Appeal - 326 Douglas Avenue Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the decision of the Commission of Architectural Review for Port Norfolk and Park View to deny retaining a white vinyl picket fence, and was adopted by a unanimous vote. 2. Commission of Architectural Review Appeal - 630 Douglas Avenue Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the decision of the Commission of Architectural Review for Port Norfolk and Park View to deny the construction of a driveway, and was adopted by a unanimous vote. 3. Scuffletown Creek - Elizabeth River Environmental Restoration Project - Richard A. Hartman 4. City Manager's 30-day Report - James B. Oliver, Jr. 5. USS Virginia - Commissioning Contribution 04 - 286 - Motion by Mr. Smith, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: personnel matters under subsection 1, and also economic development matters being pursued by the City's Department of Economic Development, pursuant to the following legal authorities: subsection 3, the acquisition or sale of realty for a public purpose, or the disposition of publicly held property; subsection 5, prospective business expansion which has not been previously announced; and subsection 6, investing public funds where competition or bargaining is involved. The subject matter of the meeting is employee personnel matters, and also new economic development project or projects. The purpose of the meeting is to permit confidential discussion of personnel an also negotiating strategy. The motion was adopted by unanimous vote.
