July 13, 2004 057 <br /> <br />· Council has now determined to make ceKain revisions and improvements to this <br />document, for the purpose of improving the conduct of public business and better <br />serving the citizens of Portsmouth. These revisions and improvements have been duly <br />drafted by the management team and are shown as highlighted text in the attached <br />document. <br /> <br />Financial Impact: <br /> <br />· There will be no financial impact. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, recommended consideration to define <br />"emergency" as states of emergency according to the governor, etc.; add language to <br />preclude adding items on the agenda without public notice, and imposing a total time <br />limit for speakers pro rata to be determined by a vote of Council members rather than <br />the Presiding Officer. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION ADOPTING REVISED RULES OF ORDER AND PROCEDURE <br />FOR PORTSMOUTH CITY COUNCIL. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that revised <br />Rules of Order and Procedure, as attached hereto, are hereby adopted. <br /> <br /> This resolution shall be effective immediately upon its adoption." <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br /> - New Business - <br /> <br />04 - 278 - Boards and Commissions <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on members of Council sharing <br />responsibilities and serving as liaisons to a variety of regional boards and Commissions. <br /> <br />Mr. Moody offered the following nominations: <br /> <br />CLEAN COMMUNITY COMMISSION <br /> <br />William E. Copeland to be appointed to fill an unexpired term ending June 30, 2006, <br />replacing Barry L. Doughty, Jr. <br /> <br />CULTURAL ALLIANCE OF GREATER HAMPTON ROADS <br /> <br />Elizabeth M. Psimas to be appointed to fill an unexpired term ending August 31,2005, <br />replacing Cameron C. Pitts. <br /> <br />HAMPTON ROADS PLANNING DISTRICT COMMISSION <br /> <br />Stephen E. Heretick to be appointed for a two year term ending June 30, 2005, <br />replacing Cameron C. Pitts. <br /> <br />Charles B. Whitehurst, Sr. to be appointed to fill an unexpired term ending June 30, <br />2006, replacing J. Thomas Benn III. <br /> <br />HAMPTON ROADS REGIONAL JAIL <br /> <br />Stephen E. Heretick to be appointed to fill an unexpired term ending June 30, 2005, <br />replacing Bernard D. Griffin, Sr. <br /> <br />Marlene W. Randall to be appointed to fill an unexpired term ending June 30, 2005, <br />replacing Cameron C. Pitts. <br /> <br /> <br />
