June 22,2004 <br /> <br /> At a Called Meeting of the City Council on Tuesday, June 22, 2004, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Marlene W. Randall, <br />Interim City Manager James B. Oliver, Jr., Deputy City Attorney George M. Willson. <br /> <br />04 - 246 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City <br />Manager's Conference Room, 801 Crawford Street, <br /> <br />Council to be held in the City <br /> 6th floor, 5:00 p.m., Tuesday, <br /> <br />June 22, 2004 for the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br /> By order of the Mayor." <br /> <br />04 - 247 - The following items were discussed in Public Work Session: <br /> <br />1. Winter Wonderland - Nancy S. Perry <br /> <br />2. New Churchland Library - Richard A. Hartman/Bill Hargrove <br /> <br />3. Public Safety Report - Chief Kitzerow <br /> <br />4. Summer Galaxy Program - Michael Morris/Margaret Thorne <br /> <br />04 - 248 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss or <br />consider the following: <br /> <br /> Appointments to boards and commissions, as permitted under <br />subsection A. 1; <br /> <br /> The disposition and use of publicly held real property, as permitted under <br />subsection A.3; <br /> <br /> A personnel matter involving a Council appointee, as permitted under <br />subsection A. 1; and <br /> <br /> Briefing by legal counsel and staff pertaining to a matter of actual litigation, <br />where such briefing in open meeting would adversely affect the negotiating or litigation <br />posture of the City, as permitted under subsection A.7. <br /> <br /> The subject matter will be appointments to City boards and commissions, the <br />lease of City property in the downtown area of the City, a matter of actual litigation the <br />City, and a Council appointee's employment contract. <br /> <br /> The purpose of the meeting is to protect the public interest by ensuring frank and <br />confidential discussion of matter for which public disclosure could harm or jeopardize <br />the public interest. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2. Only such public business matters as were identified in the motion by which <br /> the Closed Meeting was convened, were heard, discussed or considered in <br /> the meeting by the City Council. <br /> <br /> <br />
