<br /> At a Called Meeting of the City Council on Thursday, July 1, 2004, there were
<br />present:
<br />
<br />Mayor James W. Holley III, William E. Moody, Jr., Charles B. Whitehurst, Sr.,
<br />Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr.,
<br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />04 - 261 - The following call for the meeting was read:
<br />
<br /> "Please attend a Called Meeting of the City Council to be held in the City
<br />Manager's Conference Room, 801 Crawford Street, 6th floor, Thursday, July 1, 2004,
<br />9:00 a.m., for the purpose of a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />04 - 262 - Motion by Mr. Whitehurst, and seconded by Mr. Moody, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to
<br />discuss the appointment of specific officers. The subject matter of the meeting includes
<br />appointments by City Council. The purpose of the meeting is to permit confidential
<br />discussion of appointments.
<br />
<br />The motion was adopted by unanimous vote.
<br />
<br /> Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section
<br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Member's
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br /> requirements by the Virginia Freedom of Information Act, and
<br />
<br />Only such public business matters as were identified in the motion by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
<br />
<br />The motion was adopted by unanimous vote.
<br />
<br /> Mayor Holley called the 12 noon meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Councilwoman Marlene W. Randall opened meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />04 - 263 - Election of Vice Mayor.
<br />
<br /> Motion by Mr. Smith, and seconded by Mr. Heretick, to nominate Mr. William E.
<br />Moody, Jr. as Vice Mayor, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />Motion by Ms. Psimas, and seconded by Mr. Whitehurst, to appoint Mr. James
<br />B. Oliver, Jr., Interim City Manager, to the following boards, and was adopted by
<br />unanimous vote.
<br />
<br />1. Hampton Roads Planning District Commission for a term of 2 (two) years.
<br />2. Hampton Roads Regional Jail Authority for a term of 3 (three) years.
<br />3. Southeastern Public Service Authority for a term of 4 (four) years.
<br />4. Transportation District Commission of Hampton Roads for a term not applicable.
<br />
<br />Motion by Mr. Smith, and seconded by Mr. Moody, to appoint Mr. Stephen
<br />Creech as Interim City Assessor, and was adopted by unanimous vote.
