June 15,2004 <br /> <br /> At a Called Meeting of the City Council on Tuesday, June 15, 2004, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., <br />Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />- City Manager's Report - <br /> <br />04 - 234 - Adoption of the following ordinances recommending the proposed operating <br />budget for fiscal year ending June 30, 2005. <br /> <br /> a. Adoption of an ordinance imposing and levying taxes on: (a) real estate at <br />a rate of $1.45 per $100 of assessed valuation; (b) tangible personal property at a rate <br />of $5.00 per $100 of assessed valuation; (c) privately owned pleasure boats at a rate of <br />$.01 per $100 of assessed valuation; (d) privately owned camping trailers and motor <br />homes at a rate of $1.50 per $100 of assessed valuation; and (e) machinery and tools <br />at a rate of $3.00 per $100 of assessed valuation. <br /> <br /> b. Adoption of an ordinance to amend Chapter 25 of the City Code of <br />Portsmouth, Virginia by amending Section 25-148 pertaining to golf fees. <br /> <br /> c. Adoption of an ordinance to amend Chapter 17 of the Code of the City of <br />Portsmouth, Virginia pertaining to environmental inspection administrative fees. <br /> <br /> d. Adoption of an ordinance to amend Chapters 22, 24, 27, 32, and 37 of the <br />Code of the City of Portsmouth, Virginia pertaining to parking fines, police service <br />charges and fees, trucking permit fees, and false alarm fees. <br /> <br /> e. Adoption of an ordinance to amend Chapter 31.1 of the Code of City of <br />Portsmouth, Virginia by amending Section 31.1-51 thereof pertaining to stormwater <br />utility fees by increasing the equivalent residential unit (ERU) rate for residential and <br />nonresidential utility customers to $.00 per ERU. <br /> <br /> f. Adoption of an ordinance to amend Chapter 38 of the Code of the City of <br />Portsmouth, Virginia (1988), by amending Section 38-83 and 38-117 thereof pertaining <br />to rates for water and sewage disposal services. <br /> <br /> g. Adoption of an ordinance creating a new Chapter 11.1 of the Code of the <br />City of Portsmouth, Virginia pertaining to zoning, planning, and subdivision fees. <br /> <br /> h. Adoption of an ordinance adopting the FY 2004-05 Classification and Pay <br />Plan for employees of the City of Portsmouth. <br /> <br /> i. Adoption of an ordinance to appropriate the funds necessary to implement <br />the Annual Operating Budget for the fiscal year beginning July 1, 2004 and ending <br />June 30, 2005. <br /> <br />Recommendation: <br /> <br />a. Adoption of an ordinance imposing and levying taxes on: (1) real estate at a rate of <br />$1.45 per $100 of assessed valuation; (2) tangible personal property at a rate of $5.00 <br />per $100 of assessed valuation; (3) privately owned pleasure boats at a rate of $.01 per <br />$100 of assessed valuation; (4) privately-owned camping trailers and motor homes at a <br />rate of $1.50 per $100 of assessed valuation; (5) manufactured homes at a rate of <br />$1.42 per $100 of assessed valuation; and (5) machinery and tools at a rate of $3.00 <br />per $100 of assessed valuation. <br /> <br />b.
