May 25, 2004 04 - 199 - Adoption of a resolution authorizing the City Manager to execute a deed of conveyance to the Industrial Development Authority for a triangular parcel of land located on the east side of Phillips Avenue and lying north of Gibney Street. This conveyance will provide for the development of the property. Recommendation: · Adoption of a resolution authorizing the City Manager to execute a deed of conveyance to the Industrial Development Authority (IDA) for a triangular parcel of land located on the east side of Phillips Avenue and lying north of Gibney Street. Purpose and Need: · This property is owned by the City and is needed for development. · Conveyance of this parcel to IDA would facilitate its sale for development. Financial Impact: · This parcel is to be sold and will become a part of the City's tax base. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY A TRIANGULAR PARCEL OF LAND LOCATED ON THE EAST SIDE OF PHILLIPS AVENUE AND LYING NORTH OF GIBNEY STREET, SHOWN ON TAX PLATE 185 TO THE INDUSTRIAL DEVELOPMENT AUTHORITY. BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to execute such deeds or other documents as may be necessary to convey to the Industrial Development Authority, a triangular parcel of land located on the east side of Phillips Avenue and lying north of Gibney Street, shown on Tax Plate 185, said property having been part of that conveyed to the City of Portsmouth, Virginia by deed of the City of Portsmouth School Board, dated November 13, 1975 and recorded in Deed Book 687, page 378, which property will be shown and designated on a plat to be attached to the deed of conveyance." Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley Nays: None 04 - 200 - Adoption of a resolution authorizing the City Manager to enter into a non-binding memorandum of understanding with Columbia Gas of Virginia to establish a public park on property at the intersection of Effingham Street and Crawford Parkway. Recommendation: · Adoption of a resolution authorizing the City Manager to enter into a non-binding memorandum of understanding with Columbia Gas of Virginia to establish a public park on property at the intersection of Effingham Street and Crawford Parkway. Purpose and Need: · This site, owned by Columbia Gas, has long had environmental problems arising from a prior industrial use. · Columbia Gas is now completing environmental remediation in compliance with all applicable federal and state standards. · Columbia is willing to pay the principal cost of developing the site as a public park, with the City to pay a lesser amount. After development as a park, the property will be leased to the City on a long-term lease for nominal rent.
