May 25, 2004 <br /> <br />04 - 199 - Adoption of a resolution authorizing the City Manager to execute a deed of <br />conveyance to the Industrial Development Authority for a triangular parcel of land <br />located on the east side of Phillips Avenue and lying north of Gibney Street. <br /> <br />This conveyance will provide for the development of the property. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute a deed of <br />conveyance to the Industrial Development Authority (IDA) for a triangular parcel of land <br />located on the east side of Phillips Avenue and lying north of Gibney Street. <br /> <br />Purpose and Need: <br /> <br />· This property is owned by the City and is needed for development. <br /> <br />· Conveyance of this parcel to IDA would facilitate its sale for development. <br /> <br />Financial Impact: <br /> <br />· This parcel is to be sold and will become a part of the City's tax base. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY A <br />TRIANGULAR PARCEL OF LAND LOCATED ON THE EAST SIDE OF PHILLIPS <br />AVENUE AND LYING NORTH OF GIBNEY STREET, SHOWN ON TAX PLATE 185 <br />TO THE INDUSTRIAL DEVELOPMENT AUTHORITY. <br /> <br /> BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to execute such deeds or other <br />documents as may be necessary to convey to the Industrial Development Authority, a <br />triangular parcel of land located on the east side of Phillips Avenue and lying north of <br />Gibney Street, shown on Tax Plate 185, said property having been part of that <br />conveyed to the City of Portsmouth, Virginia by deed of the City of Portsmouth School <br />Board, dated November 13, 1975 and recorded in Deed Book 687, page 378, which <br />property will be shown and designated on a plat to be attached to the deed of <br />conveyance." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 200 - Adoption of a resolution authorizing the City Manager to enter into a <br />non-binding memorandum of understanding with Columbia Gas of Virginia to establish a <br />public park on property at the intersection of Effingham Street and Crawford Parkway. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to enter into a non-binding <br />memorandum of understanding with Columbia Gas of Virginia to establish a public park <br />on property at the intersection of Effingham Street and Crawford Parkway. <br /> <br />Purpose and Need: <br /> <br />· This site, owned by Columbia Gas, has long had environmental problems arising <br />from a prior industrial use. <br /> <br />· Columbia Gas is now completing environmental remediation in compliance with all <br />applicable federal and state standards. <br /> <br />· Columbia is willing to pay the principal cost of developing the site as a public park, <br />with the City to pay a lesser amount. After development as a park, the property will be <br />leased to the City on a long-term lease for nominal rent. <br /> <br /> <br />
