May 25, 2004 <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to accept a grant in the amount of $78,473 and to <br />appropriate this amount in Grant Fund for the STEP (Support, Training, Education and <br />Prosecution of Violent Crime Against Women) Program. <br /> <br />Purpose and Need: <br /> <br />· This program will increase the successful prosecution of cases involving violence <br />against women through victim advocacy and support, community outreach, and law <br />enforcement training. <br /> <br />· This year's program will provide direct services to more than 650 victims. <br /> <br />· Last year, the STEP Program served more than 600 victims. <br /> <br />Financial Impact: <br /> <br />· This grant is funded by Federal funds totaling $58,855 along with a cash match <br />from the City of Portsmouth totaling $19,618, for a total grant amount of $78,473. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $78,473 IN THE GRANT FUND FOR THE STEP <br />(SUPPORT, TRAINING, EDUCATION, AND PROSECUTION OF VIOLENT CRIMES <br />AGAINST WOMEN) PROGRAM." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 197 - Adoption of a resolution and an ordinance to approve the establishment of a <br />City Development Commission, Inc. to advance economic development efforts in <br />downtown and across the City. <br /> <br />a) <br /> <br />Adoption of a resolution approving the establishment of the City <br />Development Commissions, Inc. <br /> <br />b) <br /> <br />Adoption of an ordinance to appropriate $250,000 from the Port Fund <br />fund balance toward the initial capital base for the Commission. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution and an ordinance to approve the establishment of a City <br />Development Commission, Inc. to advance economic development efforts in downtown <br />and across the City. <br /> <br />a) Adoption of a resolution approving the establishment of the City <br /> Development Commission, Inc. <br /> <br />b) <br /> <br />Adoption of an ordinance to appropriate $250,000 from the Port <br />Fund fund balance toward the initial capital base for the <br />Commission. <br /> <br />Purpose and Need: <br /> <br />· In the recent Urban Land Institute study, one of the recommendations was to <br />establish a public/private partnership to coordinate and facilitate economic development <br />efforts in the downtown area and throughout the City. <br /> <br />· The concept of a government-established economic development authority to be <br />known as the City Development Commission, Inc. is modeled after similar <br />organizations that have proved to be highly successful in other cities. <br /> <br /> <br />
