April 27, 2004 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, April 27, 2004, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., <br />City Manager C. W. McCoy, Senior Deputy City Attorney George M. Willson. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on April 13, 2004, a Regular Meeting on April 13, 2004, and a Called <br />Meeting on April 20, 2004, and was adopted by unanimous vote. <br /> <br />04 - 158 - Presentations: <br /> <br />· Proclamation presented to Carl Little for"Special Olympics Day." <br /> <br />· Proclamation presented to Judge Johnny Morrison for "National Drug Court Month." <br /> <br />· Proclamation presented to Chief Frank J. Kitzerow for "Police Week." <br /> <br />· Proclamation presented to Patricia Snow, Postmaster of Portsmouth, for"NALC <br /> National Food Drive Day." <br /> <br />· Proclamation presented to Reverend Edward T. Knight for"Victory in Jesus <br /> Outreach Ministry Day." <br /> <br />Presentation to the City Manager C. W. "Luke" McCoy of the "Extra Mile Award" for <br />Extraordinary Support of Homearama 2003 at River Pointe by Tidewater Builders <br />Association. <br /> <br />- Unfinished Business - <br /> <br />Consent Aqenda <br /> <br />04 - 138 - Use permits: <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />resolutions, approved on first reading at the April 13, 2004 meeting, and was adopted <br />by the following vote: <br /> <br />04-138(a): <br /> <br />"A RESOLUTION GRANTING APPROVAL OF A USE PERMIT (UP-04-03) TO <br />DIVERSIFIED INDUSTRIAL CONCEPTS, INC., FOR A MOTOR FREIGHT <br />TRANSPORTATION BUSINESS AT 3029 AIRLINE BOULEVARD. <br /> <br /> WHEREAS, Diversified Industrial Concepts, Inc., through its agent, C. Raeford <br />Eure, has made application pursuant to Section 40-112 of the Code of the City of <br />Portsmouth, Virginia (1988), as amended, for the approval and granting of a use permit <br />to operate a motor freight transportation business at 3029 Airline Boulevard; and <br /> <br />WHEREAS, the subject property is more particularly described as follows: <br /> <br /> <br />
