April 13, 2004 NOW THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the 2005-2009 Consolidated Plan and the 2005 Action Plan's Proposed Statement of Objectives and Use of Funds having been reviewed and considered, said plans be and hereby are approved in all respects, and the City Manager is hereby authorized to file the Final Statement of Objectives and Use of Funds and any additional information as may be required with the Department of Housing and Urban Development in order to obtain funding for the Program. BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer and authorized representative of the City of Portsmouth and shall provide assurances as required of the locality by the Acts for the approval of the Program." Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley Nays: None 04 -141 - Adoption of a resolution authorizing the City Manager to convey the Old 1891 Building located on the eastern side of Washington Street between Queen and London Streets to the Industrial Development Authority. Recommendation: · Adoption of a resolution authorizing the City Manager to convey the Old 1891 Building located on the eastern side of Washington Street between Queen and London Streets to the Industrial Development Authority Purpose and Need: · The City has acquired the building in accordance with the agreement made with Monumental United Methodist Church. · This is the historic building that was wrapped into the old St. Paul's School Building and is to be conveyed to IDA for future development. Financial Impact: · The building will be placed on the City's tax rolls with its redevelopment. Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY THE OLD 1891 BUILDING LOCATED ON THE EASTERN SIDE OF WASHINGTON STREET BETWEEN QUEEN AND LONDON STREETS TO THE INDUSTRIAL DEVELOPMENT AUTHORITY. BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to execute such deeds or other documents as may be necessary to convey to the Industrial Development Authority, the old 1891 Building located on the eastern side of Washington Street and London Street, said parcel to be designated as "Parcel B" on a plat known as "MINOR SUBDIVISION OF THE PROPERTY OF MONUMENTAL UNITED METHODIST CHURCH, PORTSMOUTH", DATED January 5, 2004, made by Stephen I. Boone and Associates, P.C., Land Surveyors, Portsmouth, Virginia and to be recorded in the Clerk's Office of the Circuit Court of the City of Portsmouth, Virginia in Map Book 19, pages 198 and 199" Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley Nays: None
