April 13, 2004 At a Called Meeting of the City Council on Tuesday, April 13, 2004, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. 04 - 134 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, April 13, 2004 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 04 - 135 - The following items were discussed in Public Work Session: Introductions of Key Staff Persons - Barbara Willis - Community Health Center - Jennifer Adams - Weed and Seed Coordinator - Margaret Thorne - Recreation Manager - Rachael L. Cox- Assistant Engineer 2. Sexual Assault Nurse Examiner Program - Bon Secours Maryview - Mr. Dominick Calgi 3. Budget Follow-up - Lee A. Dumbauld 4. Consolidated Action Plan - Dr. L. Pettis Patton 04 - 136 - Motion by Mr. Whitehurst, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: briefing by legal counsel and staff on legal matters, including threatened and actual litigation, as per subsection 7. the acquisition of real property for a public purpose, or the disposition of publicly held property, where competition or bargaining is involved, as per subsection 3; and prospective business expansion which has not been previously announced, as per subsection 5. The subject matter of the meeting entails interpretation of the laws of the Commonwealth of Virginia, real estate transactions, and economic development. The purpose of the meeting is to permit frank and confidential discussion of matters for which premature public disclosure could disclose strategy or otherwise harm the financial interests of the City and its taxpayers. The motion was adopted by unanimous vote. Motion by Mr. Whitehurst, and seconded by Ms. Randall, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
