March 23, 2004 <br /> <br />Ayes: Berm, Griffin, Moody, Pitts, Randall, Whitehurst, Horley <br />Nays: None <br /> <br />- New Business - <br /> <br />04 - 113 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />Councilman Berm appealed to citizens to contact the Office of the City Clerk to get <br />an application to serve on the Municipal Finance Commission. <br /> <br />Mayor Holley appointed Councilman Pitts as the liaison for hotels, motels and <br />lodging facilities in Portsmouth. Also, he appointed Councilman Moody and <br />Councilman Pitts to the Street Lighting Task Force Committee (Electrical Utilities). <br /> <br />04 - 114 - Items Submitted by Council Members <br /> <br />There were no items. <br /> <br />03 - 115 - Non-Agenda Speakers <br /> <br />1. J. Brewer Moore, 308 Bobby Jones Drive, spoke on the Legislative Study <br /> Commission on the merging of Norfolk and Portsmouth. <br /> <br />2. Valerie Kay Bliss, 62 Decatur Street, spoke in support of Councilman Whitehurst as <br /> a write-in candidate for Mayor. <br /> <br />3. Dan Wendell, 113 Afton Parkway, spoke on numerous code violations in the <br /> Cradock area, including illegally parked school buses and commercial vehicles. <br /> <br />4. Donald Lee, 57 Bainbridge Avenue, spoke on problems at his property caused by <br /> potholes. <br /> <br />5. Carolyn Branch Parrish, 305 Allen Road, spoke on the use of her property with <br /> regard to parking commercial vehicles having vehicles towed to her property and <br /> working on them in her garage. <br /> <br />6. Leon Pajak, 3400 Channel Avenue, made general comments on how the federal <br /> government conducts business. <br /> <br />David Dodd, 828 Pacific Avenue, spoke on burglaries in his neigt~borhood and <br />asked Council to eliminate pawnshops to discourage the selling of stolen <br />merchandise. <br /> <br /> On motion, meeting adjourned at 8:38 p.m. <br />Senior Deputy City Clerk <br /> <br />APPROVED - <br /> <br />Dr. James W.
