March 23, 2004 At a Regular Meeting of the City Council on Tuesday, March 23, 2004, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. Councilwoman Marlene W. Randall opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting on March 9, 2004, and a Regular Meeting on March 9, 2004, and was adopted by unanimous vote. 04 - 109 - Presentations: · Proclamation presented to Tanya V. Boone for"Virginia Architecture Week." Presentation by Billie Cooke of the Portsmouth History Commission to the Portsmouth Public Library History Room, of Church History of the City of Portsmouth. - Public Hearing - 03 - 110 - Joint public hearing with the Portsmouth Redevelopment and Housing Authority to consider proposed Plan Amendments to the 2005-2009 Community Development Action Plan and proposed Amendments: Number 35 to the Crawford Urban Renewal Plan. There were no speakers. - Unfinished Business - 04 - 93(a) - Group housing use permit: Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following resolution, approved on first reading at the March 9, 2004 meeting, and was adopted by the following vote: "A RESOLUTION GRANTING APPROVAL OF A GROUP HOUSING USE PERMIT (GHP-04-01) TO SNUG HARBOR DEVELOPMENT, L.L.C., TO CONSTRUCT 37 RESIDENTIAL CONDOMINIUM UNITS AT 3105 TYRE NECK ROAD. WHEREAS, Snug Harbor Development, L.L.C., pursuant to Section 40-112 of the Code of the City of Portsmouth, Virginia (1988), as amended, for the approval and granting of a group housing use permit for 37 residential condominium units to be constructed at 3105 Tyre Neck Road, Portsmouth, Virginia; and WHEREAS, the subject property is more particularly described as follows: Beginning at a point 314'+ from the southeast corner of Trucker Street and Tyre Neck Road; thence, in a southerly direction 588.04'+ to a point; thence, in a northeasterly then southerly direction 697.08'+ to a point; thence, in a northerly direction 706.53'+ to a point; thence, in a westerly direction 566.27'+ to the point of the beginning. and WHEREAS, the Planning Commission has reviewed such application and site plan submitted therewith and has recommended conditional approval of said application; and
