March 23, 2004 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, March 23, 2004, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., <br />Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilwoman Marlene W. Randall opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on March 9, 2004, and a Regular Meeting on March 9, 2004, and was <br />adopted by unanimous vote. <br /> <br />04 - 109 - Presentations: <br /> <br />· Proclamation presented to Tanya V. Boone for"Virginia Architecture Week." <br /> <br />Presentation by Billie Cooke of the Portsmouth History Commission to the <br />Portsmouth Public Library History Room, of Church History of the City of <br />Portsmouth. <br /> <br />- Public Hearing - <br /> <br />03 - 110 - Joint public hearing with the Portsmouth Redevelopment and Housing <br />Authority to consider proposed Plan Amendments to the 2005-2009 Community <br />Development Action Plan and proposed Amendments: Number 35 to the Crawford <br />Urban Renewal Plan. <br /> <br />There were no speakers. <br /> <br />- Unfinished Business - <br /> <br />04 - 93(a) - Group housing use permit: <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />resolution, approved on first reading at the March 9, 2004 meeting, and was adopted by <br />the following vote: <br /> <br />"A RESOLUTION GRANTING APPROVAL OF A GROUP HOUSING USE PERMIT <br />(GHP-04-01) TO SNUG HARBOR DEVELOPMENT, L.L.C., TO CONSTRUCT 37 <br />RESIDENTIAL CONDOMINIUM UNITS AT 3105 TYRE NECK ROAD. <br /> <br /> WHEREAS, Snug Harbor Development, L.L.C., pursuant to Section 40-112 of <br />the Code of the City of Portsmouth, Virginia (1988), as amended, for the approval and <br />granting of a group housing use permit for 37 residential condominium units to be <br />constructed at 3105 Tyre Neck Road, Portsmouth, Virginia; and <br /> <br />WHEREAS, the subject property is more particularly described as follows: <br /> <br />Beginning at a point 314'+ from the southeast corner of <br />Trucker Street and Tyre Neck Road; thence, in a southerly <br />direction 588.04'+ to a point; thence, in a northeasterly then <br />southerly direction 697.08'+ to a point; thence, in a northerly <br />direction 706.53'+ to a point; thence, in a westerly direction <br />566.27'+ to the point of the beginning. <br /> <br />and <br /> <br /> WHEREAS, the Planning Commission has reviewed such application and site <br />plan submitted therewith and has recommended conditional approval of said <br />application; and <br /> <br /> <br />
