March 9, 2004 WHEREAS, Section 22.1-142 through 22.1-161, Code of Virginia, 1950, as amended, provide that the governing body shall authorize such application and shall provide for the payment of such loan. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Portsmouth School Board is hereby authorized to make application to the State Board of Education for a Literary Loan in the amount of $7,500,000 for construction of the new Park View Elementary School. BE IT FURTHER AUTHORIZED that the City will each year during the life of this loan, at the time of the fixing of regular levies, fix a rate of levy for schools or make a cash appropriation sufficient for operation expenses and to pay this loan in annual installments and the interest thereon as required by law regulating loans from the Literary Fund." Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley Nays: None 04 - 98 - Adoption of a resolution authorizing the Virginia Department of Transportation (VDOT) to modify the number of lane miles of City streets in Portsmouth to account for new streets added to the system in the last fiscal year. The City of Portsmouth receives quarterly maintenance payments from VDOT for lane mileage in the City's street system. These changes will result in $17,410 in additional revenue. Recommendation: · Adoption of a resolution authorizing the Virginia Department of Transportation (VDOT) to modify the number of lane miles of City streets in Portsmouth to account for new streets added to the system in the last fiscal year. Purpose and Need: · The City of Portsmouth receives quarterly maintenance payments from VDOT for lane mileage in the City's street system. · In order for the City to receive payment for additions for FY 2004-05, a resolution must be adopted by City Council. Financial Impact: · These changes will result in additional revenue of $17,410. Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF TRANSPORTATION TO APPROVE CERTAIN ADDITIONS, DELETIONS AND CHANGES IN FUNCTIONAL CLASSIFICATION OF STREETS IN THE CITY OF PORTSMOUTH FOR THE PURPOSE OF CALCULATING STATE MAINTENANCE PAYMENTS. WHEREAS, the regulations of the Virginia Department of Transportation adopted pursuant to Section 33.1-41.1 of the Code of Virginia, 1950, require that the City submit a request for mileage additions, deletions and changes in functional classification of streets which have occurred during the fiscal year for the purpose of calculating State maintenance payments; and WHEREAS, the changes in mileage described in Exhibit A, attached hereto and made a part hereof, have occurred in the City of Portsmouth;
