March 9, 2004 <br /> <br /> WHEREAS, Section 22.1-142 through 22.1-161, Code of Virginia, 1950, as <br />amended, provide that the governing body shall authorize such application and shall <br />provide for the payment of such loan. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Portsmouth School Board is hereby authorized to make <br />application to the State Board of Education for a Literary Loan in the amount of <br />$7,500,000 for construction of the new Park View Elementary School. <br /> <br /> BE IT FURTHER AUTHORIZED that the City will each year during the life of this <br />loan, at the time of the fixing of regular levies, fix a rate of levy for schools or make a <br />cash appropriation sufficient for operation expenses and to pay this loan in annual <br />installments and the interest thereon as required by law regulating loans from the <br />Literary Fund." <br /> <br />Ayes: Benn, Griffin, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 98 - Adoption of a resolution authorizing the Virginia Department of Transportation <br />(VDOT) to modify the number of lane miles of City streets in Portsmouth to account for <br />new streets added to the system in the last fiscal year. <br /> <br />The City of Portsmouth receives quarterly maintenance payments from VDOT for <br />lane mileage in the City's street system. These changes will result in $17,410 in <br />additional revenue. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the Virginia Department of Transportation <br />(VDOT) to modify the number of lane miles of City streets in Portsmouth to account for <br />new streets added to the system in the last fiscal year. <br /> <br />Purpose and Need: <br /> <br />· The City of Portsmouth receives quarterly maintenance payments from VDOT for <br />lane mileage in the City's street system. <br /> <br />· In order for the City to receive payment for additions for FY 2004-05, a resolution <br />must be adopted by City Council. <br /> <br />Financial Impact: <br /> <br />· These changes will result in additional revenue of $17,410. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO APPROVE CERTAIN ADDITIONS, DELETIONS AND <br />CHANGES IN FUNCTIONAL CLASSIFICATION OF STREETS IN THE CITY OF <br />PORTSMOUTH FOR THE PURPOSE OF CALCULATING STATE MAINTENANCE <br />PAYMENTS. <br /> <br /> WHEREAS, the regulations of the Virginia Department of Transportation adopted <br />pursuant to Section 33.1-41.1 of the Code of Virginia, 1950, require that the City submit <br />a request for mileage additions, deletions and changes in functional classification of <br />streets which have occurred during the fiscal year for the purpose of calculating State <br />maintenance payments; and <br /> <br /> WHEREAS, the changes in mileage described in Exhibit A, attached hereto and <br />made a part hereof, have occurred in the City of Portsmouth; <br /> <br /> <br />
