Februar~ 23, 2004 <br /> <br /> At a Called Meeting of the City Council on Monday, February 23, 2004, there <br />were present: <br /> <br />Mayor James W. Holley III, *Vice Mayor Bernard D. Griffin, Sr., *Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, Assistant City Attorney W. Eugene White. <br /> <br />04 - 69 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City <br />Manager's Conference Room, 801 Crawford Street, <br />February 23, 2004 for the purpose of a Public Work Session. <br /> <br />Council to be held in the City <br /> 6th floor, 5:00 p.m., Monday, <br /> <br />By order of the Mayor." <br /> <br />04 - 70 - The following items were discussed in Public Work Session: <br /> <br />1. Virginia First Cities <br /> <br />2. New City Website <br /> <br />Special Events Presentations <br />- Virginia Art Festival <br />- Ports Events <br />- Todi Music Festival <br /> <br />04 - 71 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or <br />consider the following: <br /> <br />the acquisition or sale of real property for a public purpose. <br /> <br /> The subject matter of the meeting includes possible acquisition of land for a <br />public purpose, in connection with the receipt and expenditure of Community <br />Development Block Grant funds. <br /> <br /> The purpose of the meeting is to prevent premature public disclosure of <br />information which could adversely affect the cost of real estate acquisitions, and thus <br />harm the interests of the City and its citizens. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br /> <br />
