<br />04 - 42 - The following call for the meeting was read:
<br />
<br /> "Please attend a Called Meeting of the City Council to be held in the City Manager's
<br />Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Monday, February 2, 2004, for the
<br />purpose of a joint meeting with Portsmouth Redevelopment and Housing Authority.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />The following Portsmouth Redevelopment and Housing Authority Commissioners were present:
<br />
<br />Diane P. Griffin, Chair
<br />Michael J. Blachman, Vice Chair
<br />Gladys Cross
<br />William H. Kline
<br />Danny Cruce, Executive Director
<br />
<br />04 - 43 - Motion by Mr. Pitts, and seconded by Mr. Griffin, to go into Closed Meeting pursuant to
<br />~rovisions of Section 2.2-3711 (A) o¢ the Code of Virginia, to discuss or consider the following:
<br />
<br /> - the acquisition of real property for a public purpose and the Sale of publicly
<br />held property, where discussion in an open meeting would adversely affect bargaining position
<br />or negotiating strategy, as per subsection 3; and also
<br />
<br />discussion of probable litigation With legal counsel, as per subsection 7.
<br />
<br /> The subject matter shall be real estate, including developments on Effingham
<br />Street and in the Mid-City area, and litigation, respectively.
<br />
<br /> The purpose shall be to protect the financial interests of the City and its
<br />taxpayers.
<br />
<br />The motion was adopted by unanimous vote.
<br />
<br /> Motion by Ms. RandaII, and seconded by Mr. Whitehurst, pursuant to Section
<br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Member's
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br /> 1. Only public business matters lawfully exempted from open meeting requirements by
<br /> the Virginia Freedom of Informatiop Act, and
<br />
<br />Only such public business matters as were identified in the motion by which the
<br />Closed Meeting was convened, were heard, discussed or considered in the meeting
<br />by the City Council.
<br />
<br />The motion was adopted by unanimous vote.
<br />
<br />On motion, meeting adjourned at 7:05 p.m.
