January 13, 2004 <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has made available $46,452 in federal <br />funds to support this program locally. <br /> <br />· The Juvenile Accountability Block Grant Program allows the Community Criminal <br />Justice Board to identify and fund services for seriously violent juvenile offenders in <br />Portsmouth. <br /> <br />· The program has been continually funded for five years. We currently provide a <br />Violation Intervention Program for serious, violent juvenile offenders aged 10-14 offering <br />intensive supervision services and electronic monitoring. <br /> <br />· No youths have incurred new charges while in the program. <br /> <br />Financial Impact: <br /> <br />· There is a $5,161 local match required. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $51,613 IN THE GRANTS FUND TO IDENTIFY <br />AND FUND SERVICES FOR SERIOUSLY VIOLENT JUVENILE OFFENDERS IN <br />PORTSMOUTH THROUGH THE JUVENILE ACCOUNTABILITY INCENTIVE BLOCK <br />GRANT PROGRAM." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />04 - 10 - Adoption of a resolution authorizing the City Manager to execute a deed to <br />convey the former I. C. Norcom High School site to the Portsmouth Industrial <br />Development Authority for purposes of economic development. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute a deed to convey <br />the former I. C. Norcom High School site to the Portsmouth Industrial Development <br />Authority for the purposes of economic development. <br /> <br />Purpose and Need: <br /> <br />· This property, which is the former I. C. Norcom High School site, is not being used <br />by the City or School Board. Conveyance of this property to IDA would facilitate its sale <br />for development. <br /> <br />Financial Impact: <br /> <br />· The development of the property will make it become a part of the City's tax base. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Griffin, to adopt the following <br />resolution. <br /> <br /> Substitute motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the <br />item as is with added, that the net revenue from sale be returned to the City and <br />possibly used for Mid-City in the future, and was denied by the following vote: <br /> <br />Ayes: Moody, Whitehurst, <br />Nays: Benn, Griffin, Pitts, Randall, Holley <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br />
