Norcom Hiqh School Antoinette Chambers - Junior Tristan Hayes - Sophomore At-Larqe Members Daniela Khuanghlawn - Sophomore - Churchland High School Bianca Baker - Freshman -Wilson High School Curtis Walton - Senior - Portsmouth Christian Motion by Mr. Benn, and seconded by Mr. Griffin, to close the nominations, and there being no further nominations, the above nominations were adopted by unanimous vote. 03 - 428 - Items Submitted by Council Members There were no items. 03 - 429 - Non-Agenda Speakers 1. J. Brewer Moore, 308 Bobby Jones Drive, spoke on the history of annexation. 2. Chris L. Jordan, 1 Crawford Court, spoke on concerns about High Street Landing and procedures for overnight docking. 3. Ed Forlines, 620 High Street, spoke on the progress of the City of Portsmouth. 4. Louis Whitehead, 4415 County Street, spoke on waste management. 5. William E. Copeland, 2107 Staunton Avenue, spoke on designated areas for trucks. Moody, to go into Closed of the Code of Virginia, to Motion by Mr. Whitehurst, and seconded by Mr. Meeting pursuant to provisions of Section 2.2-3711(A) discuss or consider the following: to consult with legal counsel about specific legal matters advice, as authorized by paragraph 7. The subject matter shall be contracts and litigation involving the City. The purpose shall be to protect the financial interest of the City and its taxpayers by having confidential discussion of this subject matter. The motion was adopted by unanimous vote. Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
