J. Brewer Moore, 308 Bobby Jones Drive, spoke on the history of annexation. <br /> <br />2. Chris L. Jordan, 1 Crawford Court, spoke on concerns about High Street Landing <br /> and procedures for overnight docking. <br /> <br />3. Ed Forlines, 620 High Street, spoke on the progress of the City of Portsmouth. <br /> <br />4. Louis Whitehead, 4415 County Street, spoke on waste management. <br /> <br />5. William E. Copeland, 2107 Staunton Avenue, spoke on designated areas for trucks. <br /> <br /> Moody, to go into Closed <br /> of the Code of Virginia, to <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. <br />Meeting pursuant to provisions of Section 2.2-3711(A) <br />discuss or consider the following: <br /> <br /> to consult with legal counsel about specific legal matters advice, as <br />authorized by paragraph 7. <br /> <br />The subject matter shall be contracts and litigation involving the City. <br /> <br /> The purpose shall be to protect the financial interest of the City and its taxpayers <br />by having confidential discussion of this subject matter. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
