<br />03 - 411 -The following call for the meeting was read:
<br />
<br /> "Please attend a called meeting of the City Council to be held at the Renaissance
<br />Portsmouth Hotel and Waterfront Conference Center, 425 Water Street, Portsmouth,
<br />Virginia, on Tuesday, November 18, 2003 at 9:00 a.m. for the purpose of a City Council
<br />Retreat.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."

<br />03 - 412 - The following items were discussed in Public Work Session:
<br />
<br />1. Comprehensive Plan- Mr. Baldwin
<br />
<br />2. Marketing - Mr. Wheeler
<br />
<br />3. Goals Update - Mr. Guerrant
<br />
<br />03 - 413 - Motion by Mr. Whitehurst, and seconded by Mr. Griffin, to go into Closed
<br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to
<br />discuss or consider the following:
<br />
<br /> the acquisition and sale of real property for a public purpose, as per
<br />subsection 3.
<br />
<br /> specific legal matters requiring the advice of legal counsel, as per
<br />subsection 7.
<br />
<br /> The subject matter shall be economic development of real estate, and also
<br />pending litigation and the purpose shall be to protect the financial interests of the City
<br />and its taxpayers.
<br />
<br />The motion was adopted by unanimous vote.
<br />
<br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section
<br />2.2-3712(D) of the Code of Virginia certifying that to the best of the Council Member's
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
