October 14, 2003 At a Called Meeting of the City Council on Tuesday, October 14, 2003, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, William E. Moody, Jr., Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. 03 - 368 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., October 14, 2003 for the purpose of a Public Work Session. to be held in the City Tuesday, In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 03 - 369 - The following items were discussed in Public Work Session: 1. Introduction of Reynold W. "Rusty" Jordan, Jr., Director of Social Services 2. Portsmouth Invitational Tournament (PIT) Report - Mahlon Parker 3. Capital Improvement Plan (CIP) Report (Brighton and Simonsdale) - Richard Hartman 4. Hurricane Clean-up -William B. McGlaughon/Fred Brusso 5. Photography in City Parks - G. Timothy Oksman 03 - 370 - Motion by Mr. Moody, and seconded by Ms. Meeting pursuant to provisions of Section 2.2-3711(A) discuss or consider the following: Randall, to go into Closed of the Code of Virginia, to The purpose of the meeting is to permit frank and confidential discussion of matters for which premature disclosure could harm or jeopardize the City and its citizens. The motion was adopted by unanimous vote. Motion by Mr. Pitts, and seconded by Mr. Griffin, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. The subject matter of the meeting includes new business or industry, and also legal matters involving interpretation of the laws of the Commonwealth of Virginia, including the threat of litigation. legal matters requiring the advice of legal counsel, including the threat of litigation, as per subsection 7. prospective business expansion which has not been previously announced, as per subsection 5; and
