October 14, 2003 <br /> <br /> At a Called Meeting of the City Council on Tuesday, October 14, 2003, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Marlene W. Randall, City Manager <br />C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br />03 - 368 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., <br />October 14, 2003 for the purpose of a Public Work Session. <br /> <br />to be held in the City <br /> Tuesday, <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />03 - 369 - The following items were discussed in Public Work Session: <br /> <br />1. Introduction of Reynold W. "Rusty" Jordan, Jr., Director of Social Services <br />2. Portsmouth Invitational Tournament (PIT) Report - Mahlon Parker <br /> <br />3. Capital Improvement Plan (CIP) Report (Brighton and Simonsdale) - Richard <br /> Hartman <br /> <br />4. Hurricane Clean-up -William B. McGlaughon/Fred Brusso <br /> <br />5. Photography in City Parks - G. Timothy Oksman <br /> <br />03 - 370 - Motion by Mr. Moody, and seconded by Ms. <br />Meeting pursuant to provisions of Section 2.2-3711(A) <br />discuss or consider the following: <br /> <br />Randall, to go into Closed <br />of the Code of Virginia, to <br /> <br /> The purpose of the meeting is to permit frank and confidential discussion of <br />matters for which premature disclosure could harm or jeopardize the City and its <br />citizens. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> The subject matter of the meeting includes new business or industry, and also <br />legal matters involving interpretation of the laws of the Commonwealth of Virginia, <br />including the threat of litigation. <br /> <br /> legal matters requiring the advice of legal counsel, including the threat of <br />litigation, as per subsection 7. <br /> <br /> prospective business expansion which has not been previously announced, <br />as per subsection 5; and <br /> <br /> <br />
