September 29, 2003 <br /> <br /> At a Called Meeting of the City Council on Monday, September 29, 2003, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn, William E. Moody, Jr., Charles B. Whitehurst, Sr., *Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Whitehurst opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />03 - 356 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held at Woodrow <br />Wilson High School, 1401 Elmhurst Lane, 6:00 p.m., Monday, September 29, 2003 for <br />the purpose of a Community Meeting. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />03 - 357 - Motion by Mr. Pitts, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or <br />consider the following: <br /> <br /> appointments to boards and commissions and personnel matters, as per <br />subsection 1. <br /> <br /> The subject matter of the meeting includes appointments of citizens to boards <br />and commissions and personnel matters involving public officials. <br /> <br /> The purpose of the meeting is to protect the public interest by ensuring frank and <br />confidential discussion of matters for which disclosure cold harm or jeopardize the City <br />and its citizens. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Griffin, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />03 - 358 - Theme: City Budget and Finances <br /> <br />1. Paul Landers, Jr., 402 Cabot Street, President, South Fairview Height Civic <br /> League, spoke on storm drains in his neighborhood. <br /> <br />2. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on the budgeting <br /> considerations. <br /> <br />3. Joseph R. Wright, 1451 Welcome Road, spoke on the excellent job done by the <br /> City after Hurricane Isabel and open ditches in Cavalier Manor. <br /> <br />4. Donna McKinney, 4710 Clifford Street, spoke on the use of a shelter during <br /> Hurricane Isabel and various tax concerns. <br /> <br />5. Robert Goodnough, 502 Chandler Harper Drive, spoke on funding for schools. <br /> <br /> <br />
