September 29, 2003 At a Called Meeting of the City Council on Monday, September 29, 2003, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn, William E. Moody, Jr., Charles B. Whitehurst, Sr., *Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. Councilman Whitehurst opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. 03 - 356 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held at Woodrow Wilson High School, 1401 Elmhurst Lane, 6:00 p.m., Monday, September 29, 2003 for the purpose of a Community Meeting. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 03 - 357 - Motion by Mr. Pitts, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: appointments to boards and commissions and personnel matters, as per subsection 1. The subject matter of the meeting includes appointments of citizens to boards and commissions and personnel matters involving public officials. The purpose of the meeting is to protect the public interest by ensuring frank and confidential discussion of matters for which disclosure cold harm or jeopardize the City and its citizens. The motion was adopted by unanimous vote. Motion by Ms. Randall, and seconded by Mr. Griffin, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. 03 - 358 - Theme: City Budget and Finances 1. Paul Landers, Jr., 402 Cabot Street, President, South Fairview Height Civic League, spoke on storm drains in his neighborhood. 2. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on the budgeting considerations. 3. Joseph R. Wright, 1451 Welcome Road, spoke on the excellent job done by the City after Hurricane Isabel and open ditches in Cavalier Manor. 4. Donna McKinney, 4710 Clifford Street, spoke on the use of a shelter during Hurricane Isabel and various tax concerns. 5. Robert Goodnough, 502 Chandler Harper Drive, spoke on funding for schools.
