(Moody, Whitehurst) <br /> <br /> > Councilman PiEs announced ~the Community Meeting on the theme of City finances <br /> and budgeting at Woodrow Wilson High School, Tuesday, September 16, 2003, at <br /> 7:00 p.m. <br /> <br /> ~> Councilwoman Randall spoke on the utilization of the Portsmouth Empowerment <br /> Center. Also, she spoke on the Mayor's welcome at the Superintendent of Schools <br /> Complimentary Breakfast. <br /> <br /> > Vice Mayor Griffin congratulated Mr. McCoy and staff on the agenda for Retreat. <br /> 03 - 324 - Non-Agenda Speakers <br /> <br /> 1. Dave Anderson, 4910 Johnston Avenue, spoke on bicycle patrols in the Simonsdale <br /> neighborhood. <br /> <br /> 2. Mildred C. Newby, 1438 Atlantic Avenue, Chesapeake, requested information on the <br /> status of properties on Williamsburg Avenue. <br /> <br /> Motion by Mr. Griffin, and seconded byMr. Moody, to go into Closed Meeting <br /> pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or <br /> consider the following: <br /> <br /> the performance of specific public officers, as per subsection 1. <br /> <br /> The subject matter of the meeting includes discussion of the performance of <br /> specific public officers. <br /> <br /> The purpose of the meeting is to protect the public interest by ensuring frank and <br /> confidential discussion of matters for which disclosure could harm or jeopardize the <br /> public interest. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, pursuant to Section <br /> 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br /> knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2.
