~ 3 6 September 9, 2003 Substitute motion by Mr. Griffin, and seconded by Mr. Benn, to postpone the consideration of a resolution until the appropriate time for budget hearings, and was approved by a vote of 5-2. (Moody, Whitehurst) > Councilman PiEs announced ~the Community Meeting on the theme of City finances and budgeting at Woodrow Wilson High School, Tuesday, September 16, 2003, at 7:00 p.m. ~> Councilwoman Randall spoke on the utilization of the Portsmouth Empowerment Center. Also, she spoke on the Mayor's welcome at the Superintendent of Schools Complimentary Breakfast. > Vice Mayor Griffin congratulated Mr. McCoy and staff on the agenda for Retreat. 03 - 324 - Non-Agenda Speakers 1. Dave Anderson, 4910 Johnston Avenue, spoke on bicycle patrols in the Simonsdale neighborhood. 2. Mildred C. Newby, 1438 Atlantic Avenue, Chesapeake, requested information on the status of properties on Williamsburg Avenue. Motion by Mr. Griffin, and seconded byMr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: the performance of specific public officers, as per subsection 1. The subject matter of the meeting includes discussion of the performance of specific public officers. The purpose of the meeting is to protect the public interest by ensuring frank and confidential discussion of matters for which disclosure could harm or jeopardize the public interest. The motion was adopted by unanimous vote. Motion by Mr. Griffin, and seconded by Mr. Pitts, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by w,~ich the Closed Meeting was convened, were heard, discussed or considered the meeting by the City Council.
