Au,qust 12, 2003 <br /> <br /> At a Called Meeting of the City Council on Tuesday, August 12, 2003, there were <br />present: <br /> <br />Mayor James W. Halley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Berm III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br />03 - 266 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawfard Street, 6th floor, 5:00 p.m., Tuesday, August 12, 2003 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />03 - 267 - The following items were discussed in Public Work Session: <br />1. Marketing/Advertising Update- Jim Hambright <br /> <br />2. Hamearama Update - Steven Lynch and Sheila Martin <br /> <br />3. Financial Briefing - Lena Hague <br /> <br />4. Items Submitted by City Manager - UPARR <br /> - USO <br /> - Jail Consultant <br /> - Sports Hall of Fame <br /> <br />03 - 268 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> the acquisition of real property for a public purpose, as per subsection 3, <br /> <br /> the sale of publicly held real property, as per subsection 3; <br /> <br /> a specific legal matter requiring the advice of legal counsel, as per <br />subsection 7. <br /> <br /> The subject matters are the acquisition of real property for a public purpose and <br />the disposition of publicly held real property in the Scott's Creek and the downtown <br />areas of the City and a zoning matter. The purpose of the meeting is to protect the <br />public interest by ensuring frank and confidential discussion of matters for which public <br />disclosure could harm or jeopardize the public interest. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2. Only such public business matters as were identified in the motion by which <br /> the Closed Meeting was convened, were heard, discussed or considered in <br /> the meeting by the City Council. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> <br />
