July 22, 2003 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, July 22, 2003, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager C. <br />W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on July 8, 2003, and a Regular Meeting on July 8, 2003, and was <br />adopted by unanimous vote. <br /> <br />03 - 254 - Presentations: <br /> <br />· Recognition of the Office of the City Treasurer. <br /> <br />· The City Manager introduced Police Chief Frank J. Kitzerow and Deputy City <br /> Manager Eric D. Campbell. <br /> <br />- Public Hearing - <br /> <br />03 - 255 - Public hearing on rezoning, code amendment and street closure applications: <br /> <br />(a) Z-03-07 <br /> <br />TRUXTUN NEIGHBORHOOD W. Mitchell Hines requests the <br />rezoning of 3401 Portsmouth Boulevard from residential <br />single-family, RS-75 to general commercial, C-2-K to allow for a <br />residential care facility. The Comprehensive Plan recommends <br />medium-density development. <br /> <br />1. Jerome Moody, 28 Radford Street, spoke in opposition to this item. <br /> <br />2. Saundra A. Shuler, 81 Hobson Street, spoke in opposition to this item. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-03-07 be denied on first and final <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />(b) CA-03-03 <br /> <br />CITYVVlDE - Amendment to Chapter 40 of the City Code (Zoning <br />Ordinance) regulating the placement, use, and storage of freight <br />containers. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Ms. Randall, to withdraw CA-03-03 <br />from the agenda at the request of the City Manager, and was adopted by the following <br />vote: <br /> <br />Ayes: Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />(c) S-03-07 <br /> <br />DOWNTOWN NEIGHBORHOOD - Ordinance granting the request <br />of James Martin for approval to close a portion of King Street <br />between Godwin Street and Armstrong Street. The portion to be <br />closed is 30 feet wide and approximately 385 feet in length. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Griffin, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br />
