April 22, 2003 <br /> <br /> WHEREAS, in the event of the elimination of the Emergency Operations Center, <br />the same private, military, and commercial residents and businesses would not have <br />access to emergency evacuation information, nor would local officials be able to <br />communicate with their counterparts in other localities or with other levels of state and <br />federal government; and <br /> <br /> WHEREAS, the total cost of a new Emergency Communications Operations <br />Center is estimated at $18,510,714, for which the City is eligible to apply for a 75% or <br />$12,396,996 grant from Homeland Security Funds administered by the Federal <br />Emergency Management Agency; and <br /> <br /> WHEREAS, the City Council finds that the replacement of the current Emergency <br />Operations and 911 Dispatch Centers is of vital importance to the security of the City, <br />the region, and the nation. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that it strongly supports the construction of a new Emergency Operations <br />Communications Center; and <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager is hereby authorized to execute a grant application to the Federal <br />Emergency Management Agency for Homeland Security Funds in furtherance of such <br />construction and to execute all other documents associated with the grant process, as <br />well as to provide any and all information and assistance pertaining to such grant as <br />may be required." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />03 - 158 - Adoption of a resolution to support an application by The Elizabeth River <br />Project to the Virginia Outdoors Fund (VOF) Grant Program, Department of <br />Conservation and Recreation (DCR) for the Grant-in-Aid Program, for the acquisition of <br />property located at 801 Victory Boulevard near Paradise Creek for the potential <br />development of public outdoor recreation areas and facilities. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution to support an application by The Elizabeth River Project to <br />Virginia Outdoors Fund (VOF) Grant Program, the Department of Conservation and <br />Recreation (DCR) for Grant-in-Aid Program, for the acquisition of property located at <br />801 Victory Boulevard near Paradise Creek for the potential development of public <br />outdoor recreation areas and facilities. <br /> <br />Purpose and Need: <br /> <br />· The Elizabeth River Project is taking the lead in preparing a grant application to <br />secure $250,000 from the Virginia Outdoors Fund for acquisition of 801 Victory <br />Boulevard. The grant funds will be used to purchase this 4.1-acre site that is adjacent <br />to Paradise Creek. <br /> <br />· As part of a five-year Watershed Management Plan developed by the Project for <br />Paradise Creek, a key recommendation is for the City of Portsmouth to set aside land <br />for public access, conservation and recreation on the Southern shore of the Creek at <br />this location. <br /> <br />Financial Impact: <br /> <br />· The Elizabeth River Project proposes to secure $230,000 in matching funds over the <br />next two years for shoreline improvements, walking trail and educational signage from <br />sponsors, donors and partners throughout the community. <br /> <br />· The City's commitment would include $20,000 per year in in-kind services or <br />$10,000 per year for planning and maintenance. <br /> <br /> <br />
