April t~ 2003 At a CaIled Meeting of the City Council on Tuesday, April 1, 2003, there were present: Mayor James W. Holley III, *Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, *J. Thomas Berm III, *William E. Moody, Jr., *Charles B. Whitehurst, Sr., *Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. 03 -113 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, April 1, 2003 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 03 - 114 - The following items were discussed in Public Work Session: 1. Presentation by Public Financial Management - Jo Ann Carter Capital Improvement Plan (CIP) 03 - 115 - Motion by Mr. Pitts, and seconded by Mr. Benn, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider the following: to consult with legal counsel about specific legal matters requiring legal advice, as authorized by paragraph 7; and also the investing of public funds where competition or bargaining is involved, as per subsection 6. The subject matter shal! be legal matters involving interpretation of the laws of the Commonwealth of Virginia, and also public fund investments; and the purpose shall be to protect the public interest !n having frank and orderly consideration of confidential subject matter. The motion was adopted by unanimous vote. Motion by Mr. PiEs, and seconded by Mr. Benn, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
