(h) The center shall comply with the submitted floor plan and site plan. (i) Trash and garbage shall be stored, handled and removed in accordance with a plan approved by the Department of General Services. (j) The facility shall submit to all required inspections by the City's Fire Prevention Bureau, Public Health Department and Building Official and shall promptly correct any deficiencies noted. (k) The applicant shall comply with all applicable codes, ordinances, and regulations of federal, state and local governments and shall obtain and maintain all necessary licenses and permits. 4. REVOCATION OF PERMIT: Violation of any of the above conditions may serve as grounds for revocation of the use permit by the City Council." 03-44(e): "A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING USE PERMIT (GHP-03-01) TO PORTSMOUTH GARDENS APARTMENTS, LLC, TO RENOVATE AND CONSTRUCT 180 APARTMENT UNITS AT 3400 GLASGOW STREET. WHEREAS, Portsmouth Gardens Apartments, LLC, has made application pursuant to Section 40-112 of the Code of the City of Portsmouth, Virginia (1988), as amended, for the approval and granting of a group housing use permit for the renovation and construction of 180 apartment units at 3400 Glasgow Street, Portsmouth, Virginia, more particularly described as follows: GHP-03-01 Beginning at the northwest corner of the intersection of Glasgow Street and Cambridge Avenue; thence in a northerly direction approximately 800' to a point; thence in a southwesterly direction approximately 2620' to a point; thence in a easterly direction approximately 1175' to the point of beginning. and WHEREAS, the Planning Commission has reviewed such application and site plan submitted therewith and has recommended conditional approval of said application; and WHEREAS, the applicant has been informed that approval of the group housing project pursuant to Section 40-116 only grants an exemption from certain requirements for residences as stated in said section and does not constitute a waiver of any other requirement embodied in the Subdivision Ordinance, Zoning Ordinance, Code of the City of Portsmouth, Virginia, or any other applicable local, state or federal law or regulation; and WHEREAS, the applicant is aware that building permits and any other required permit will be issued only upon compliance with the ordinances, laws or regulations applicable thereto. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That, coupled with the terms imposed by paragraph 2 hereof, the following conditions exist: (a) The proposed project is compatible with surrounding land uses;
