Februar~ 10, 2003 At a Called Meeting of the City Council on Monday, February 10, 2003, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Berm III, William E. Moody, Jr., *Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. 03 - 36 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Monday, February 10, 2003 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 02 - 37 - The following items were discussed in Public Work Session: 1. Former Food Stamp Distribution Center Downtown Design Committee Appeal - 1625 High Street Motion by Mr. Benn, and seconded by Mr. Pitts, to demolish the property at 1625 High Street, and was adopted by unanimous vote. 2. Hampton Roads Economic Development Alliance 3. Port Events 4. Todi Fest 5. Virginia Arts Festival 6. River Park - Portsmouth Gardens 7. The Myrtles at Old Towne 8. End-to-End, Inc. - Empowerment Zone Bonds 03 - 38 - Motion by Mr. Moody, and seconded by Mr. Griffin, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) (3) of the Code of Virginia, to discuss or consider the following: the sale of publicly owned real estate; plans to protect the public from terrorist activity, as per subsection 20. The subject matter of the meeting includes the sale of publicly owned real estate and possible terrorist response plans. The purpose of the meeting is to protect the public interest by ensuring frank and confidential discussion of matters for which public disclosure could harm or jeopardize the public interest. The motion was adopted by unanimous vote. Motion by Mr. Pitts, and seconded by Mr. Griffin, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
