Februar~ 10, 2003 <br /> <br /> At a Called Meeting of the City Council on Monday, February 10, 2003, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Berm III, William E. Moody, Jr., *Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br />03 - 36 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Monday, <br />February 10, 2003 for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />02 - 37 - The following items were discussed in Public Work Session: <br />1. <br /> <br />Former Food Stamp Distribution Center <br /> <br />Downtown Design Committee Appeal - 1625 High Street <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to demolish the property at 1625 <br /> <br />High Street, and was adopted by unanimous vote. <br /> <br />2. Hampton Roads Economic Development Alliance <br /> <br />3. Port Events <br /> <br />4. Todi Fest <br /> <br />5. Virginia Arts Festival <br /> <br />6. River Park - Portsmouth Gardens <br /> <br />7. The Myrtles at Old Towne <br /> <br />8. End-to-End, Inc. - Empowerment Zone Bonds <br /> <br />03 - 38 - Motion by Mr. Moody, and seconded by Mr. Griffin, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711(A) (3) of the Code of Virginia, to discuss or <br />consider the following: <br /> <br /> the sale of publicly owned real estate; <br /> <br /> plans to protect the public from terrorist activity, as per subsection 20. <br /> <br /> The subject matter of the meeting includes the sale of publicly owned real estate <br /> and possible terrorist response plans. The purpose of the meeting is to protect <br /> the public interest by ensuring frank and confidential discussion of matters for <br /> which public disclosure could harm or jeopardize the public interest. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, pursuant to Section 2.2-3712(D) <br />of the Code of Virginia, certifying that to the best of the Council Members' knowledge <br />during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2. Only such public business matters as were identified in the motion by which <br /> the Closed Meeting was convened, were heard, discussed or considered in <br /> the meeting by the City Council. <br /> <br /> <br />
