January 28, 2003 <br /> <br />UP-02-29 <br /> <br /> Beginning at the southwest right-of-way of <br />Hartford Street and Virginia Avenue, thence in a <br />southern direction along said right of way <br />approximately 250 feet to a point of beginning, thence <br />in a southernly direction 105 feet to a point, thence in <br />a westernly direction 80 feet to a point, thence in a <br />northernly direction 105 feet to a point, thence in an <br />easternly direction 80 feet to the point of beginning. <br /> <br /> 4. That the use permit is approved subject to the following conditions which shall <br />be observed by the applicant and any successor in interest: <br /> <br /> (a) The use of the property shall be limited to a motor vehicle recycling <br />facility and repair shop. <br /> <br /> (b) The facility shall be completely fenced with a minimum of an eight-foot <br />high opaque fence and shall be gated. The property shall be locked when not in <br />operation. <br /> <br /> (c) The fence section parallel to Virginia Avenue shall be setback minimum of <br />ten feet from the right-of-way. The ten-foot strip shall be landscaped in accordance with <br />Landscape Group 3 requirement. <br /> <br /> (d) A 24-hour security lighting system for the perimeter and interior of <br />property shall to be developed, installed and maintained. <br /> <br /> (e) The parking plan shall be developed in accordance with Exhibit A, <br />attached hereto and made a part hereof. Customer and employee parking spaces shall <br />be clearly marked. <br /> <br /> (f) All vehicles shall be emptied of all gasoline, oil, radiator coolants, <br />freon, and every other fluid before being offered for salvage. All removed fluids shall be <br />disposed of in accordance with applicable laws and regulations. <br /> <br /> (g) All miscellaneous scrap and trash shall be removed from vehicles and <br />disposed of before being offered for salvage. <br /> <br /> (h) Any tires removed from vehicles shall be stored under weather-protected <br />conditions or re-installed on the vehicle within a week. Unusable tires shall be <br />disposed of in accordance with state and federal regulations. Tires shall not be stored <br />on site for more than eight weeks. <br /> <br />(i) No vehicle shall be parked or stored outside of the fenced area of the site. <br /> <br />(j) All parts shall be stored on shelves, racks or pallets. <br /> <br />(k) No individual vehicle shall remain on site for more than ninety days. <br /> <br />(I) No open burning of any kind shall be conducted at the facility. <br /> <br /> (m) The vehicle storage area shall be paved. The paving shall be completed <br />prior to issuance of the use permit. <br /> <br /> (n) The vehicles shall not be stacked on top of each other and shall be <br />arranged in lines and aisles as to offer a neat and orderly appearance. <br /> <br /> (o) No weeds or uncontrolled vegetation shall be permitted to grow in the <br />vehicle storage area. <br /> <br /> (p) Development and use of the site shall be in general conformance with <br />the design shown in Exhibit A. <br /> <br /> <br />
