<br /> At a Regular Meeting of the City Council on Tuesday, January 28, 2003,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W.
<br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman.

<br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a
<br />Called Meeting on January 14, 2003, a Regular Meeting on January 14, 2002, and a
<br />Called Meeting on January 21, 2003, and was adopted by unanimous vote.

<br />Presentation:
<br />
<br />The City Manager announced that he attended the Community Service and Youth
<br />Oratorical Competition at Mount Sinai Church, Monday, January 20, 2003. The
<br />Youth Oratorical Finalists were: Marcus Calabrese, Michael T. Claude, Jr., Amanda
<br />Marie Cruz, Cecil Palmer, Priscilla Elisabeth Polete, Emanuel Uwejeyan and
<br />Jacquelyn E. Costa.

<br />- Public Hearing -
<br />
<br />03 - 24 - Public hearing on a proposed increase in the cigarette tax rate.
<br />
<br />There were no speakers.
<br />
<br />03 - 25 - Public hearing to consider the Southeastern Public Service Authority's (SPSA)
<br />proposal to implement a fully automated curbside recycling program in Portsmouth
<br />neighborhoods and to explore other viable recycling options.
<br />
<br />1. Kelly Gillerlain, 5109 Sweetbriar Circle, spoke in support of the automated recycling
<br /> system.
<br />
<br />2. Ed Forlines, 615 London Street, spoke on residents being charged for recycling and
<br /> only service to a few.
<br />
<br />3. Reggie Allen, 1421 Wilcox Avenue, asked about future public hearings on recycling.
<br />
<br />4. Lori Baccanari, 4117 Duke Drive, spoke in support of the automated recycling
<br /> system.
<br />
<br />5. Michael Benedetto, 2201 Sister Walk Court, Virginia Beach, spoke in support of the
<br /> automated recycling system.
<br />
<br />6. Donna Davis, 4721 Thorn Wood Street, spoke in support of the automated recycling
<br /> system.
<br />
<br />7. Randi Strutton, 4704 River Shore Road, spoke in support of the automated recycling
<br /> system.
<br />
<br />8. Richard Neefe, 1608 McDaniel Street, spoke in support of the automated recycling
<br /> system.
<br />
<br />9. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of the automated
<br /> recycling system.
<br />
<br />10. Valerie Bliss, 62 Decatur Avenue, spoke in support of trash/garbage collection in
<br /> one pick-up. Also, requested Southeastern Public Service Authority (SPSA) plant be
<br /> relocated.
