January 14, 2003 Councilman Charles B. Whitehurst, Sr. Southeastern Public Service Authority History Commission Liaison Council Liaison to Festivals Vision 2005 (Cradock) (Jointly with Moody) Vision 2005 (Scotts Creek) Portsmouth Redevelopment & Housing Authority Liaison Councilwoman Marlene Randall Empowerment Zone Representative Mayor's Liaison to School Board Liaison to Mayor's Ball Neighborhood Liaison - Southside (Brighton, Truxton, Prentis Place, and Prentis Park) 03 -10 - Items Submitted by Council Members Council Whitehurst spoke on the invitation for the kick-off of the March of Dimes on Wednesday, January 29, 2003, at 8:00 a.m., to be held at the Holiday Inn and on the Walk-A-Thon, Sunday, April 27, 2003. He also, has accepted the Chair for Portsmouth. Requested that the City and Portsmouth Redevelopment and Housing Authority identify all tax-exempt parcels for potential sale. Councilwoman Randall announced the opening of the Empowerment 2010 Center in Portsmouth scheduled for January 21,2003, at 10:00 a.m. on Queen Street. 03 - 11 - Non-Agenda Speakers 1. J. Brewer Moore, 308 Bobby Jones Drive, spoke on regionalism, annexation history and the merger of Norfolk and Portsmouth. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on balancing the rights of property owners and integrity of the historic district. He also asked about the progress on the Catholic School. 3. Raleigh Harsley, 2124 Peach Street, spoke on concerns in his neighborhood. Motion by Mr. Pitts, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: - appointments to boards and commissions, as per subsection 1; - the acquisition or sale of real property for a public purpose, as per subsection 3; and - legal matters requiring the advice of legal counsel, as per subsection 7. The subject matter of the meeting includes appointments of citizens to boards and commissions, personnel matters, the possible acquisition and possible sale and development of certain real estate properties for public purposes, and legal matters involving interpretation of the laws of the Commonwealth of Virginia. The purpose of the meeting is to protect the public interest by ensuring frank and confidential discussion of matters for which public disclosure could harm or jeopardize the public interest. The motion was adopted by unanimous vote.
