January 14, 2003 <br /> <br /> At a Called Meeting of the City Council on Tuesday, January 14, 2003, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Berm III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br />03 - 04 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, <br />January 14, 2003 for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />03 - 05 - The following items were discussed in Public Work Session: <br /> <br />1. Craney Island Commission Report - Dr. John W. Hollowell, Chairman <br /> <br />2. Museums Master Plan - Nancy Perry, Director of Museums <br /> <br />03 - 06 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or <br />consider the following: <br /> <br /> - appointments to boards and commissions, as per subsection 1; <br /> the acquisition or sale of real property for a public purpose, as per subsection 3; <br /> <br />and <br /> <br />- legal matters requiring the advice of legal counsel, as per subsection 7. <br /> <br />The subject matter of the meeting includes appointments of citizens to boards <br />and commissions, personnel matters, the possible acquisition and possible sale <br />and development of certain real estate properties for public purposes, and legal <br />matters involving interpretation of the laws of the Commonwealth of Virginia. <br /> <br />The purpose of the meeting is to protect the public interest by ensuring frank and <br />confidential discussion of matters for which public disclosure could harm or <br />jeopardize the public interest. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
