January 14, 2003 At a Called Meeting of the City Council on Tuesday, January 14, 2003, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Berm III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. 03 - 04 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, January 14, 2003 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 03 - 05 - The following items were discussed in Public Work Session: 1. Craney Island Commission Report - Dr. John W. Hollowell, Chairman 2. Museums Master Plan - Nancy Perry, Director of Museums 03 - 06 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: - appointments to boards and commissions, as per subsection 1; the acquisition or sale of real property for a public purpose, as per subsection 3; and - legal matters requiring the advice of legal counsel, as per subsection 7. The subject matter of the meeting includes appointments of citizens to boards and commissions, personnel matters, the possible acquisition and possible sale and development of certain real estate properties for public purposes, and legal matters involving interpretation of the laws of the Commonwealth of Virginia. The purpose of the meeting is to protect the public interest by ensuring frank and confidential discussion of matters for which public disclosure could harm or jeopardize the public interest. The motion was adopted by unanimous vote. Motion by Mr. Pitts, and seconded by Mr. Griffin, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
