November 26, 2002 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, November 26, 2002, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on November 12, 2002, a Regular Meeting on November 12, 2002, a <br />Called Meeting on November 14, 2002 a Called Meeting on November 15, 2002, and a <br />Called Meeting on November 16, 2002, and was adopted by unanimous vote. <br /> <br />02 - 374 - Joint meeting with the Portsmouth Redevelopment and Housing Authority for <br />the purpose of a joint announcement of an economic development project. <br /> <br />Consideration by Portsmouth Redevelopment and Housing Authority authorizing <br />a development agreement and deed of bargain and sale with the Whitmore <br />Company for the former Portsmouth General/Manning Convalescent site. <br /> <br />Mayor Holley announced the Board of Commissioners of the Portsmouth <br />Redevelopment and Housing Authority. PRHA Commissioners present were: <br /> <br />R. Scott Morgan, Chairman <br />Fred P. Fletcher, Vice Chairman <br />Lee E. King <br />Dorita G. Epps <br />Michael J. Blachman <br />Joe B. Katherine Lobacz, Executive Assistant <br /> <br />1. Ted Burkett, 212 Hatton Street, spoke in opposition to this item. <br /> <br />2. John Culbertson, 158 Hatton Street, spoke in opposition to this item. <br /> <br />3. Eunice McMillan, 74 Armstrong Street, spoke in opposition to this item. <br /> <br />4. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item. <br /> <br />5. Bill Kline, 4524 Winston Road, spoke in support of this item. <br /> <br />6. Michelle Weiss, 108 London Street, spoke in support of this item. <br /> <br />7. Pamela P. Young, 366 Wilson Parkway, spoke on conditions in the Jeffry Wilson <br /> neighborhood. <br /> <br />8. Ed Forlines 620 High Street, spoke in support of this item. <br /> <br />Portsmouth Redevelopment and Housing Authority presented their plan to revitalize the <br />Jeffry Wilson Homes area through a HOPE VI grant. <br /> <br /> <br />
