December 10, 1907. Ferries-- Hon. Common Council. Gentlemen:--Tour Ferry Co,mi%tee respectfully reports as to the following m~tter referred to the Joint Ferry Con~ittee by the Common Council November 20th: To consider a lease o~ sale ef the Ferries or other matters in the interest of same in which tion of the Legislmture n~y be necessary. We have considered these mmtters and report that unless the council should decide upon sale of the ~er~ies there is nothing concerning the same which requires immediate attention. The lease of the Ferries does not expire until April, 1909, and therefore, there is olenty of time for considering that mmtter. Gentlemen:--Your Joint 0ommittee on City of Portsmouth Extension to whom was referred the question of advisability of annexing to the City certain adjacent territory in Norfolk county, respectfully submit: We have given the Eatter patient and careful consideration: and while there sro differences of opinion as to the terms uoon which the said territory would prefer to come into the City, we believe that its sentiment generally is favorable therefor--the union would redound to the ~terial interest of both the City and the territory. In regard to the question of taking care of the territory, as required by law, we report that we h~ve had several con-eerences with the Joint Pit, nee Committee on that lineand believe we have reached a satisf~ctor~ conclusion. ~ne law on the subject~of cities ~nnexing territory is explicit and definite: and it is there- fore recommended that the City Attorney be instructed to prepare an ordinance: ms provided by /aw:_ for annexing the following described territory, permitting its p~esent county tax r~te for ~ oeriod of five (5) years after a~nex~tion to the City: "Beginning at the southwest corner of ~hird and Jefferson streets; thence southw~rdly along the west side of ,Third street to the south side of Key Road: or 0ossaek street; thence westwardly along Zhe~south side ~of COssack street to corner of U. S. N~vy Yard property; thence southwardly along U. S. Navy Yard Property to the south side of the right of way of River Front Railroad Company; thence weStwardly along the southern boundary of the ri~qt of way of the s~id River Front Railroad Compar~ to the east side. of ~reen street; thence southwardly along the east side of Green street to a point e_euidistant between Summit and 0enter avenues; thence westwsrdlydown center line of blocks, equi- distant between Summit and Center avenues: to the center of B. street; thence nor,~mrdly down center of B street to Key Ro~d, or Cossack street; thencenorthwardly doyen line separating the Prentice Place Y~nd Compar~v~ property from that of the l~hitehead property to the center of Duke street; then- ce westwardly down the center of Duke street: or Duke street extended: to the center of Florida ave- nue; thence northwardly dora% the center of Florida avenue: or Florida mvenue extended~ to the center
