other committees,

to snbmit the following report thereon:

First. After due consideration of the prospects of this yard for the building of a battleship
or a collier, as well as for work in general, and on advice from Washington, it was the consensus

of opinion of the committees that we should go there.
e
~ Second. A delegation of about thirty preceded to WaShington, and, through the efforts of our

representative, Er. ~aynard, we were enabled to interview the President, Secretary of the Navy and
Assistant Secretary of the ~avy. Both the President and the Secretary of the Navy seemed to be im-
pressed with the justice of our claims as presented by the committee and by Er. Eaynard; but they
told us that while they did not thi~ they had the authority, under the provisions of the ~bill~
as passed, to construct either a battleship or a collier at this yard, they would ts~e the matter
under further consideration, ~e Secretary, however, assured us that not only we would have an
abundance of work when the Pacific fleet returned but he would strongly recommend to the next Con-
gress that this navy yard be made a first class yard in every respect, and that an appropriation
of $2,500,000 or $~,000,000 be made therefor.

The Secretary stated further that he proposed to make this a model navy yard, as there is a

out of the regular appropriation to the Fire D~partment,

Honorable 0ommon Council.
