Ma¥~9~ 1994 At the Public Hearing Meeting of the City Council held on Monday, May 9, 1994, there were present: Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. Clemons, John H. Epperson, Bernard D. Griffin, James C. Hawks, V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney. Vice Mayor King opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor called the meeting to order and welcomed all in attendance. 94-146 applications: (a) Z-94-03 Public Hearing on rezoning and use permit RIVER POINTE NEIGHBORHOOD - Rezoning application of the City Planning Commission for property located on the east side of River Pointe Drive, lying west and south of its intersection with River Pointe Parkway. Motion by Mr. Clemons, and seconded by Mr. Hawks, to concur with the recommendation of the Planning Commission that Z-94-03 be approved on first reading, and was approved by unanimous vote. (b) UP-94-04 PRENTIS PARK NEIGHBORHOOD - Use permit application of Hattie Z. Harris for a residential care facility at 1913 Elm Avenue. Hattie Harris, 1913 Elm Avenue, provided information on the application. Motion by Mr. Clemons, and seconded by Mr. Epperson, to concur with the recommendation of the Planning Commission that UP-94-04 be approved on first reading, and was approved by unanimous vote. (.c) UP-94-06 DOWNTOWN NEIGHBORHOOD - Use permit application ' of Portsmouth Community Services Board for an adult day care center at 1927 High Street. Langford Blair, Community Services Board, provided information on the application. Reginald Skeeter, Community Services Board, provided information on the application. Motion by Mr. Epperson, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Comunission that UP-94-06 be approved on first reading, and was approved by unanimous vote. On motion the Public Hearing was adjourned at 7:35 p.m.
