<br /> The ~yor disapproved of the resolution to make the salary of the City Attorney $2,500. per
<br />year, and g~ve the following reasons therefor:
<br /> "All of the ~bove items ~re approved except that making $2,500. for salary per year of City
<br />A. ttormey,.John ~. Happer, to begin January 1. 1910, which I regret, appreciating ~s I .do the brill-
<br />mangy of intellect of the gentleman affected, that I must disappr~ove for the follo~ing reasons:
<br /> =Salaries should be fixed for the office and not the m~n, and if it is desired to give Captain
<br />Eapper a l~ger salary on account of his unusual abili~ty it would be equally consistent to reduce
<br />the salaries of other City officials whom you m~y consider not so brilliant or efficient.
<br /> "Adequate compensation should be fixed for all offices and it is up to the people to el~ect com-
<br />petent persons to fml~_ these offices.
<br /> "While I ~vor a reasonable increase in the salary of the City Attorney yet the one hundred
<br />~nd fifty per cent. increase is u~preeedented and unusual and is more than any other ~it~ of like
<br />size in the State is paying (Roanoke and L~mchburg paying $1,500. and Petersburg and Nev~ort News.

<br />a modest increase in their salaries or compensation and others who have not ask_ed, but no ~less en-
<br />title& to an increase, who should be considered before such an increase is made in the salary of
<br />one of.~fi~ci~l ~vho does not give his e~.tire time to the 0ity.
